Program Development Coordinator (NS)

North Carolina State Government seeks a Program Development Coordinator to provide programmatic leadership, consultation, and implementation support for the Mobile Outreach, Response, Engagement, and Stabilization (MORES) initiative under the Rural Health Transformation Program (RHTP).

Position Details

• Grade: NC19
• Time‑limited position, 100% federally funded
• Hybrid work; onsite reporting in Raleigh, NC
• Temporary, time‑limited role

Responsibilities

Key responsibilities include:

• Translate RHTP strategic priorities into actionable program activities for MORES.
• Partner with internal teams, providers, LME/MCOs, and stakeholders to support program implementation and ensure alignment with state and federal requirements.
• Monitor program performance, support budgeting and fiscal oversight, and build stakeholder buy‑in.
• Identify implementation challenges, support solution development, and contribute to the overall success and sustainability of MORES.
• Maintain high‑quality, accessible crisis services and promote program goals through stakeholder engagement.

Qualifications

• Working knowledge of mental health service systems.
• Experience supporting program implementation, including planning, coordination, monitoring, and program improvement, with strong project management skills.
• Ability to interpret and apply federal and state policies, rules, and guidance to program operations.
• Strong analytical skills and partnership experience with evaluation staff to build data and reporting structures.
• Effective written and verbal communication skills to present information clearly to varied audiences and build relationships.
• Bachelor’s degree from an accredited institution and a minimum of five years of progressively responsible program experience related to the area of assignment (or equivalent combination of education and experience).
