Description of Work

The primary purpose of this position is to oversee the Behavioral Health Initiative of the Rural Health Transformation Program Grant (RHTP). RHTP is a five‑year grant awarded by the Centers for Medicare and Medicaid Services focused on improving healthcare access, quality, and outcomes in rural communities. This position works with executive leadership and subject‑matter experts to develop and implement a vision for rural behavioral health system transformation within the projects contemplated under North Carolina’s RHTP plan. The role is located within the DMH/DD/SUS Policy Unit and reports to the Chief Policy and Strategy Officer.

The position plays a critical leadership role in aligning stakeholders, ensuring compliance, and advancing long‑term system transformation in rural North Carolina. It oversees a multi‑level team, including supervision of team leads and supervisors of both programmatic and operational staff. Responsibilities include oversight of project planning, staffing, stakeholder engagement, and performance management to ensure alignment with grant requirements, timelines, and deliverables.

The RHTP Behavioral Health Grant Manager also represents the initiative in the Department’s cross‑divisional RHTP governance structure and ensures coordination and accountability with behavioral health project leads in divisions across the Department.

In addition, the position works closely with a team of staff to ensure strong internal and external communication about the grant and to maintain operational excellence in grant administration.

Knowledge, Skills, and Abilities / Management Preferences

  • Familiarity with complex human services, public health, or mental health/substance use disorder programs and services.
  • Strong program and project management skills, including planning, implementation, budget development, budget management, and reporting for complex multi‑program initiatives.
  • Excellent oral and written communication skills combined with the ability to establish and maintain effective working relationships across teams, business units, and organizations.
  • Demonstrated ability to translate strategic goals into actionable plans.
  • Strong organizational skills and attention to detail with the ability to manage multiple priorities.

Salary Grade Range : $70,627.00 – $137,724.00

Recruitment Range : $70,627.00 – $104,175.00

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience.

OR

An equivalent combination of training and experience.
