Job Description
Executive Director of the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE)
Post Title: Executive Director
Duty Station: CCREEE Headquarters in Bridgetown, Barbados
Duration: Three years, Contract-based
Responsibilities
- Reporting to the Executive Board, coordinate activities with the Energy Unit of the CARICOM Secretariat and partners.
- Develop and implement strategic plans, business plans, work plans and financial statements.
- Provide strategic guidance for budgeting, financial sustainability, and donor engagement.
- Ensure effective implementation of activities and cost‑effective use of resources.
- Oversee procurement, contracts, and compliance with procurement procedures.
- Lead resource mobilisation and maintain donor relationships.
- Maintain fiduciary standards and internal controls for international donor funding.
- Supervise staff recruitment, HR processes, and performance appraisal.
- Monitor financial and technical implementation of the annual work plans and report progress to the Executive Board.
- Ensure maintenance of excellent relationships with development partners and cultivation of new partnerships.
Management And Organizational Development
- Coordinating and managing institutional arrangements for the Centre including the network of National Focal Institutions (NFIs) and Thematic Hubs (THs).
- Organise regular meetings with NFIs and THs, support the Executive Board in managing the Technical Committee (TC) and other subsidiary bodies.
- Implement decisions and recommendations of the Executive Board and TC to ensure effective organisational development.
- Develop the Five-Year Business Plan with stakeholders.
- Prepare annual work plans, progress reports, and audited financial statements for approval.
- Provide strategic guidance for long‑term financial sustainability.
- Support external auditors and implement recommendations from audits.
- Ensure efficient implementation of approved activities and use of resources.
- Work with Finance and Procurement Sub‑Committee to ensure adherence to standard procedures.
- Sign contracts with staff, consultants, and ensure their implementation.
- Lead efforts to mobilise new resources and manage partner relationships.
- Ensure compliance with fiduciary standards and quality of reports.
- Ensure financial accountability and internal controls.
- Ensure timely financial disbursements according to schedules.
- Prepare and send financial reports to donors.
- Oversee staff recruitment rules and comply with organisational chart.
- Implement effective HR processes and performance appraisal.
- Integrate seconded experts appropriately.
- Monitor the technical and financial implementation of annual work plans.
- Provide decision‑support to the Executive Board on programme effectiveness.
- Compile information and analytics for the TC and EB.
Technical Cooperation and Supervision
- Represent the Centre and raise awareness on renewable energy and energy efficiency opportunities.
- Prepare and submit CARICOM/SIDS DOCK policy inputs for international processes.
- Supervise the development, appraisal, implementation, and monitoring of CCREEE projects.
- Guide the development and implementation of flagship programmes and sustainable energy targets.
- Ensure activities align with the Business Plan, national policies, and avoid duplication.
- Supervise technical staff on project cycle management.
- Ensure quality and appraisal framework for co‑funded activities.
- Mobilise funding, prepare project proposals, and participate in calls.
- Maintain quality assurance throughout the project cycle.
- Validate social, environmental, and gender impacts and participate in evaluation.
- Supervise technical procurements and consultant evaluations.
- Strengthen the NFIs and THs network and coordinate meetings.
- Co‑operate with core partners such as SIDS DOCK, UNIDO, ADA, GIZ, CDB.
- Engage the Centre in international decision‑making processes for financing.
Communication
- Facilitate regular consultations with CARILEC, NFIs, THs and other stakeholders.
- Build strong technical partnerships regionally and internationally.
- Act as focal point for sustainable energy activities in the Caribbean in international forums.
- Establish strategic links to donor partners and finance institutions.
- Manage communication network with private sector organisations and chambers of commerce.
- Engage stakeholders in renewable energy policy dialogue.
- Ensure effective public relations and information publication.
- Raise awareness on RE & EE in the Caribbean.
- Maintain a comprehensive RE & EE contact network.

Qualifications, Skills and Experience
- National or citizen of a CARICOM Member State
- Master’s degree in engineering, economics, natural sciences, renewable energy or energy efficiency technologies; advanced degree in business or public administration is an asset.
- Proven track record in resource mobilisation with development partners, private sector, and philanthropic organisations.
- Minimum 10 years in the energy sector within the Caribbean, with proven programme and project delivery.
- Minimum 10 years of senior management experience in public or private sector.
- Experience managing similar‑sized or larger energy / environment organisations.
- Excellent writing and communication skills.
- Demonstrated expertise on renewable energy and energy efficiency markets and policies in the Caribbean.
- Experience in international development cooperation and managing development partners.
- Understanding of energy & gender, poverty, and sustainable development issues.
- Excellent analytical, negotiation, presentation, and communication skills.
- Languages: Proficiency in English; knowledge of French or Spanish is an asset.
Generalities
- The position requires some level of flexibility; work may include late evenings, weekends, and public holidays.
- Contract terms may be renewed based on performance.
