Director Environment
Work location: Chad, Africa.
1. Basic Function and Scope:
To be representative of HSE & Security manager works in field, manage and monitoring the site environment related work to ensure all operational activities in an acceptable practice manner without any serious environment damage or pollution in the operation areas.
2. Tasks and Duties:
- Coordinate Env. Supervisor and Env field monitor activities on the CNPCI Chad operation sites (Seismic, Construction, Drilling and Pipeline). Supervise Foremen and waste collectors activities at waste management center. Train field monitors and WMC Foremen if needed.
- Monitor the activities on site in accordance with the Environmental Management Plan (EMP)
- Advises and trains on environment aspects to the employees or contractors working for the CNPCIC in Project, if necessary.
- Routinely audit and inspect contractor activities to ensure that workers and communities environment is always considered when planning and executing operations.
- Ensure that general environmental protection measures described in CNPC’s General Protection Measures: Guidelines for Chad Exploration Activities are implemented during its operations
- Issues the non-compliance notice or initiative to the Contractors in case of non-respect of the EMP
- Follow-up the corrective actions related to the non-compliance situation or initiative.
- Conduct environmental baseline assessment on all CNPCI Chad operation sites
- Explains and make presentation on the environment policy of the Project to the civil society, NGOs, contractors and various institutions working on the Project area and in N’Djamena.
- Identify villages / townships in the area where the work will be done through the CR monitors
- Contact the local authorities and explains what works will be done (how, when, what is the compensation, etc.) with CR monitor help.
- Identifies the villages that will be concerned by the public consultation in agreement with the CR monitors
- Conducts surveys in the villages, in agreement with the CR monitors
- Works with other monitors, surveyors and the CR monitor to identify the different project sites
- Represents the Company (CNPCIC) besides contractors for all environment issues
- Participates in various Meetings with the Project’s contractor
3. Work Contacts:
Regular contacts up to HSE Manager level when drawing up contingency plans. Regular contacts with site personnel during inspection tours. Regular contacts with local authorities to coordinate anti-pollution measures, as required, and with local representatives of other oil companies to exchange pollution matters and its mitigation plans.
4. Independence of Operation:
Carries out assigned tasks in accordance with Company, local and international environmental protection regulations and procedures at professional standards.
5. Supervisory Responsibility:
Supervises: 1 supervisor, 1 waste treatment foreman, 1 oil recovery forman, 1 waste collector and 1 oil recovery operator.
6. Physical Effort:
Some standing and walking when on site inspection tours. Normal air-conditioned office environment. Maybe exposed to prevailing weather conditions of heat, dust, fumes, smokes, etc. for approximately 50% of working time.
8. Requirements:
- Master Degree of Nature Sciences in any engineering discipline or with professional Environment training.
- At least 8 years' experience in an oil industry. 4 years in Environment field.
