Description of Work

The Division of Child and Family Well‑Being (DCFW) focuses on supporting whole‑child and family health and well‑being for North Carolinians through nutrition programs (WIC, SNAP, and Child and Adult Care Food Program), health & prevention services for children and youth, children’s behavioral health programs, and early intervention programs. This position is housed within the Operations Unit in the Community Nutrition Services Section (CNSS) in DCFW.

The Community Nutrition Services Section promotes sound nutrition habits among women in their child‑bearing years, infants, children, and youth. Section staff work with representatives of state, county, and private providers/agencies to promote healthful dietary and physical activity behaviors and best practices.

The CNSS administers the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the WIC Farmers’ Market Nutrition Program (FMNP), the Breastfeeding Peer Counseling Program (BFPC), and the Child and Adult Care Food Program (CACFP). CNSS collaborates with programs within DCFW and other divisions within DHHS as well as public and private community agencies to coordinate nutrition policy, education, and training efforts.

Information Services Unit Supervisor

This position serves as the Information Services Unit Supervisor and oversees a Customer Service Desk that provides technical assistance related to WIC and CACFP Management Information System (MIS) functionality to end users. The supervisor is responsible for managing work that covers the scope of system life cycles, including re‑procurement activities, planning and producing deliverables for all phases of the project life cycle, developing requests for proposals, evaluating proposals, determining functional requirements, status reporting, service level agreements, project monitoring for quality assurance, recommending and approving hardware specifications, and conducting assessment and performance monitoring to avoid preventable interruption of production. The supervisor also manages the business and technical aspects of the NC WIC system (Crossroads), the eWIC system, and the CACFP system (NC CONNECTS). Supervisory experience is required.

Responsibilities

  • Plan and produce deliverables for all phases of the standard development project life cycle.
  • Develop requests for proposals and evaluate proposals.
  • Determine functional requirements through final implementation and production support.
  • Generate status reports and maintain service level agreements.
  • Monitor projects for quality assurance and recommend hardware specifications.
  • Conduct assessment and performance monitoring to prevent production interruptions.
  • Manage the business and technical aspects of WIC, eWIC, and CACFP systems.

Knowledge, Skills and Abilities / Management Preferences

  • Intermediate knowledge in application development, system testing, and system integration.
  • Intermediate knowledge of business functions and system needs to develop working specifications for software application solutions.
  • Demonstrated skills in the entire development process, including specification, workflow analysis, workflow diagrams, data modeling, documentation, and quality assurance.
  • Thorough knowledge of assigned data and the use of its systems via developing comprehensive test plans and scenarios.
  • Experience managing timelines, financial resources, and the activities of others to achieve success and monitor project progress and provide updates to managers.

Minimum Education and Experience

Bachelor’s degree in computer science or an IT related field, or an associate degree in computer science or an IT related field or related technical degree plus one year of experience in business application consulting or development, or high school/GED diploma plus four years of experience in business application consulting or development, or an equivalent combination of education and experience.

Salary and Recruitment Range

Salary Range: $70,528 – $105,793.Recruitment Range: $70,528 – $103,606.
