Description of Work

As the Data & Evaluation Lead for the Rural Health Transformation Program, you will lead the strategic development, implementation, and oversight of data systems, evaluation frameworks, and reporting structures that support the projected $1B federally funded North Carolina Rural Health Transformation Program. You will oversee data reporting across all six initiatives, ensuring integrated reporting structures meet CMS requirements while informing state-level decision‑making.

Key Responsibilities

1. (25%) Data System Management – Oversee integration of data across multiple work streams, ensuring the infrastructure is interoperable, maintained, and sustainable.
2. (25%) Reporting Infrastructure & Visualization – Oversee development of standardized dashboards and reporting tools to track program performance, monitor milestones, and communicate insights.
3. (20%) Leadership & Stakeholder Engagement – Lead RHTP data and evaluation staff; provide technical assistance to stakeholders to strengthen data capacity and ensure alignment with federal CMS priorities.
4. (15%) Federal Reporting – Plan submission of required reports to CMS, ensuring accuracy, timeliness, and adherence to federal guidelines tied to funding and program evaluation.
5. (10%) Performance Monitoring & Continuous Improvement – Analyze data trends to identify disparities, gaps in rural service delivery, and opportunities for program refinement.

Knowledge, Skills & Abilities / Management Preferences

• Demonstrated experience in integrating, designing or managing complex data systems across public health, clinical, workforce, community‑based, or digital health areas.
• Advanced skills in developing dashboards, standardized reporting tools, and data visualizations for multiple stakeholder audiences using tools such as Power BI, Excel, Python, Tableau or other software tools.
• Experience working with state or federal grant or cooperative agreements for large‑scale public health, rural health, mental health, or digital health programs combined with demonstrated ability to design and implement evaluation frameworks for multi‑initiative, statewide programs.
• Experience with leading multi‑disciplinary data teams consisting of data analysts, business analysts, project managers and other personnel.
• Demonstrated experience with translating complex data into actionable insights through presentations, written documents or other forms of media.

Minimum Education and Experience

Planner

Master’s degree in public or human service administration or a human services programmatic field from an appropriately accredited institution, and three years of human service experience, two of which must have been in human services program planning.

OR

Bachelor’s degree from an appropriately accredited institution, and five years of progressive administrative or consultative experience in a human service program, two of which must have been in human service program planning.

OR

An equivalent combination of education and experience.

Evaluator

Master’s degree in psychology, sociology, or social work from an appropriately accredited institution, and three years of experience in research and evaluation using statistical methodologies in human service programs.

OR

Bachelor’s degree from an appropriately accredited institution, and five years of experience in research, evaluation and statistical application in the human service field.

OR

An equivalent combination of education and experience.
