Program Strategic Planner (Environmental Planner 5)
Location: Headquarters Office in Lacey, WA. Telework available with a requirement of at least one day per week in the office, and occasional in‑person meetings.
Responsibilities
- Lead the development and updating of TCP’s two‑ and five‑year Strategic Plans, including identifying priorities, shaping strategies, and creating clear measures of success.
- Evaluate performance data (performance measures, regulated customer survey results, employee engagement feedback) to improve program effectiveness.
- Represent TCP on agency‑wide strategic planning and performance teams, ensuring program perspectives are included and staff are informed of agency expectations.
- Work with the Program Manager and program leadership to develop priorities, recommend policy or process changes, and support implementation of strategic initiatives.
- Partner with the Operations Planner to support continuous improvement, leadership development, and culture building across the program.
- Serve as the primary contact for Tribal engagement, helping staff follow protocols and supporting respectful government‑to‑government relationships.
- Guide and support section planners by providing guidance, promoting consistent planning practices, and suggesting tools or processes to improve operations.
- Facilitate leadership meetings, planning discussions, and small‑group sessions, ensuring productive conversation, clear decisions, and follow‑through.
- Support leadership with special projects, briefings, meeting materials, communication products, and other assignments as needed.
Qualifications
Required Qualifications
- Eleven years of experience and/or education in land use, urban, regional, environmental, or natural resource planning, cultural resources, project management, program development, public administration with an environmental emphasis, or closely related fields.
- Demonstrated competence in strategic planning & systems thinking, intergovernmental & tribal coordination, program & performance management, policy analysis & risk evaluation, leadership & facilitation, technical planning expertise.
- Education in a major study related to land use, environmental planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
- Qualification examples: 11 years of experience; 10 years of experience AND 30‑59 semester or 45‑89 quarter college credits; 9 years of experience AND 60‑89 semester or 90‑134 quarter college credits (Associate’s degree); 8 years of experience AND 90‑119 semester or 135‑179 quarter college credits; 7 years of experience AND a bachelor’s degree; 5 years of experience AND a master’s degree; 4 years of experience AND a Ph.D.; 2 years of experience as an Environmental Planner 4 at the Department of Ecology.
Desired Qualifications
- Broad knowledge of environmental and resource planning frameworks, environmental laws, policies, and programs, and governmental administrative structures.
- Advanced program and portfolio management experience, leading or supporting organizational change initiatives, and facilitating cross‑program leadership teams.
- Experience turning strategic objectives into actionable workplans, developing tools, templates, or processes to support implementation, and evaluating program progress.
