Introduction

At the Connecticut Department of Energy and Environmental Protection, we are dedicated to conserving, improving and protecting our natural resources and the environment, and increasing the availability of cheaper, cleaner and more reliable energy.

Position Details

This is a full‑time, 40‑hour per week, Monday to Friday position. The incumbent will work out of our office at 79 Elm Street located in Hartford, CT, with opportunities for hybrid work available.

Division Overview

The Division of Engineering Safety & Sustainability consists of five groups: Records Center and Geological Survey; Portland Warehouse Operations; Sawmill Operations; Engineering; Safety, Strategic Planning & Support. The division is responsible for records management operations, GIS and geological survey programs, bulk receiving, storage and distribution operations, sawmill facility, facility engineering program, environmental, health and safety program, and facility, vehicle and equipment sustainability initiatives.

Responsibilities

  • Ensuring DEEP facilities and operations comply with applicable environmental, health and safety requirements.
  • Maintaining DEEP's Continuity of Operations Plans and Learning Management System.
  • Ensuring DEEP's records are managed in accordance with state and federal records retention requirements, and that opportunities for digitizing records for retention and production purposes are identified and effectively implemented.
  • Ensuring DEEP meets its Executive Order No. 1 sustainability performance goals and commitments.
  • Supporting the state's geologic related needs and the agency's GIS related needs.
  • Ensuring infrastructure capital improvement and maintenance projects are properly identified, prioritized, managed and completed in accordance with state and agency goals, policies and requirements.
  • Managing the Portland Complex and Sawmill operations.

Core Duties

  • Direct staff and operations of a scientific, regulatory and/or technical division.
  • Coordinate, plan and manage division activities.
  • Formulate and ensure implementation of program goals, objectives, new procedures and procedural revisions.
  • Develop, implement and evaluate division policies, goals and objectives.
  • Administer state and federal laws and regulations pertaining to division.
  • Design and implement performance review standards for division staff.
  • Prepare or assist in preparation of division budget.
  • Maintain contacts and liaison with public and private individuals and organizations and other agency units with potential to impact program activities.
  • Recommend appropriate staffing levels.
  • Develop new laws and regulations related to division programs.
  • Serve as state liaison with federal programs.
  • Lead the recruitment and hiring of staff, including outreach, interview and selection.
  • Perform related duties as required.

  • Energy, environmental or radiation protection principles, techniques, practices and issues.

Minimum General Experience

  • Ten (10) years of professional experience in natural resource management, public outdoor recreation, environmental education, conservation law enforcement, pollution prevention, reduction and management, radiation control, radiological regulatory programs or integration of radiological policies and programs, environmental or energy conservation, environmental or energy regulatory programs, integration of energy and environmental policies and programs, energy research or policy development, strategic operational environmental planning, energy planning, radiological planning, emergency response or other related environmental protection or energy field.

Minimum Special Experience

  • Two (2) years of the general experience must have been in a supervisory capacity responsible for the supervision of professional and technical support staff performing energy or environmental protection work,
  • OR
  • One (1) year of the general experience must have been in a managerial capacity responsible for the management of professional and technical support staff performing energy or environmental protection work or accountable for establishing and monitoring energy and environmental financial and/or business policies and/or procedures.

Substitutions Allowed

  • College training in a scientific or technical discipline related to the energy or environmental field (15 semester hours equal one‑half year of experience, maximum 4 years for a Bachelor's degree). A Master's degree (5 years) or a law degree or doctorate can substitute for greater experience as described.
  • Education may only be substituted for a total of six (6) years of the general experience.

Special Requirements

  • Incumbents must possess and retain a valid Motor Vehicle Operator’s license.
  • May be required to travel.
  • May be required to obtain a security clearance.
  • May be required to possess and retain appropriate current licenses, permits and/or certifications.
  • Radiation Division: may be required to respond to radiological emergencies within Connecticut and other New England states.
