Overview
The U.S. Mission in France seeks qualified applicants for the Supervisory Voucher Examiner (Certifying) position within the Financial section.
Responsibilities
- Function as Manager of Accounts Payable, serve as Certifying Officer, and provide expert guidance on payment-related issues.
- Lead the Accounts Payable Unit within the Financial Management Center, directly managing seven Accounts Payable Technicians and one VAT Clerk.
- Serve as liaison with Post Support Unit, Charleston Global Financial Services, and the Integrated Logistics Management System implementation team regarding payment processing issues.
- Act as Certifying Officer for payments up to $50,000 per obligation, personally certifying approximately $25‑50 million annually.
- Manage eight staff members directly and oversee one position based in Marseille.
- Ensure compliance with all payment processing policies and procedures.
- Handle approximately 25,000 vouchers each year, representing more than $206 million in payments and receivables.
Qualifications
- Must obtain and hold a Public Trust (Low Risk‑Non‑Sensitive) security clearance.
- Must be subject to background investigation and may be required to undergo a pre‑employment medical exam.
- Be able to begin working within 12 weeks upon receipt of agency authorization and/or clearances/certifications.
- Educational requirement: A bachelor’s degree in business, finance, or accounting, OR substitution: secondary school plus at least six years of progressively responsible experience in finance or other business fields, with one year of supervisory experience.
- Language: Good working knowledge of English and French (speaking/reading/writing); translation ability may be required.
- Job knowledge: Extensive knowledge of accounting principles, financial management practices, and banking payment processes; good knowledge of supervisory principles and practices.
- Skills & Abilities: Leadership, problem‑solving, ability to administer complex vouchering issues with minimal supervision.
