Overview
The U.S. Mission in France is seeking a Budget Analyst to oversee portfolio budgets and support interagency operations. The position is open to the public.

The U.S. Mission in France is seeking qualified applicants for a Budget Analyst position within the Financial Section .
Responsibilities
Budget and Financial Management
- Prepare and execute the budget for a portfolio totaling $8.7 million in current year funds and $33 million in prior year funds.
- Record obligations, monitor funds control levels, and track expenditures to ensure accurate processing.
- Take corrective actions as needed to maintain compliance with U.S. Government appropriation law and agency-specific policies.
- Review and maintain accounting records in accordance with federal standards.
Database Administration
- Maintain and enhance the database for the 4th of July event and Suspense Deposit Abroad (SDA) Accounts.
Interagency Support
- Provide accounting assistance to non‑serviced agencies.
- All selected candidates must obtain and hold a Public Trust (Low Risk‑Non‑Sensitive) security clearance.
- All selected candidates will be subject to a background investigation and may be subject to a pre‑employment medical exam.
- Selected candidate must be able to begin working within 12 weeks upon receipt of agency authorization and/or clearances/certifications.
Requirements
- Education: A university degree in Business Administration, Accounting, Economics, or Finance.
- Experience: Minimum of three (3) years of progressively responsible experience in accounting, budgeting, and financial systems at grade 8 level, or two (2) years at grade 7 level.
- Security clearance: All selected candidates must obtain and hold a Public Trust (Low Risk‑Non‑Sensitive) security clearance and undergo a background investigation.
- Start‑up: Must be able to begin working within 12 weeks of receiving authorization.
Languages
- English: Good working knowledge – speaking, reading, writing.
- French: Good working knowledge – speaking, reading, writing.
Job Knowledge and Technical Skills
- Good knowledge of mathematics and logic principles.
- Good knowledge of accounting and vouchering concepts.
- Proficiency in Microsoft Office Suite, especially Excel (data modeling) and Power BI for reporting.
- Basic understanding of interpersonal and diplomatic relationships.
- Knowledge of local laws and procedures related to job duties.
Skills and Abilities
- Work independently and follow through on analytical work with minimal supervision.
- Effectively analyze, conceptualize, articulate, and communicate complex data orally and in writing.
- Exhibit strong interpersonal skills to facilitate information exchange at working level.
- Self‑starter with ability to upskill and integrate new software tools proactively.
Salary and Compensation Details
- Annual gross salary: €42,161, inclusive of profit‑sharing allowance, vacation allowance, bonus allowance, and Comité d’Entreprise allowance.
- Meal tickets: Face value €8.25/day, 60% paid by U.S. Government; employee contribution €3.30 per ticket; limited to 202 workdays per year.
- Transportation: Reimbursement of 50% of public transportation pass costs.
- Holidays: U.S. Missions observe 11 U.S. holidays and up to 10 French holidays.
