Description of Work
Salary Range: $59,463.00 - $95,414.00
This position is open to current North Carolina state government employees only. You must be a permanent full-time or permanent part-time or grant‑funded North Carolina state government employee to be eligible for this position. Contract and temporary employees are not eligible for consideration.
The North Carolina Administrative Office of the Courts (NCAOC) provides centralized administration and budgeting services for the state’s courts in all 100 counties. The Human Resources (HR) Division delivers professional services and programs to all Judicial Branch hiring authorities, officials, and employees.

NCAOC is seeking a proactive Safety and Workers’ Compensation Consultant to drive workplace safety initiatives and streamline our workers’ compensation and claims management.
Responsibilities
- Safety and Compliance : conduct regular comprehensive safety inspections of county courthouses and Judicial Branch facilities to identify, assess, mitigate, and monitor risks/hazards and ensure compliance with state and federal safety regulations.
- Incident Management : investigate accidents, incidents, and near misses to determine root causes, recommend corrective actions, and prevent future occurrences.
- Worker’s Compensation Administration : manage the full lifecycle of workplace injuries, liaison between employer, injured employee, and third‑party claims administrator, coordinate claims, prepare cases for mediation, attend hearings, and ensure compliance with the North Carolina General Statute 97.
- Reports Management and Regulatory Compliance : track and report safety and health data, identify trends, produce statistical reports on accidents, safety, and claims, and prepare OSHA reports.
- Drills and Emergencies : coordinate and schedule security/multi‑hazard drills for NC Judicial Center and statewide offices, evaluate risks, develop security matters in conjunction with NCAOC executive management and NC State Capital Police, and assist the Continuity of Operations Plan leader.
- Training and Education : develop and implement safety training programs for NC Judicial Center and field offices for mitigation, preparation, response, and recovery from natural or man‑made disasters, delivering in‑person and virtual safety presentations for all staff levels.
- Professional Partnerships : establish and maintain cooperative relations with county officials, administrators, and stakeholders; serve as NCJC Safe Leader, member of the Emergency Alert Team, and Chairperson of the Safety Committee.
- Other safety and health related duties assigned by HR Manager.
Knowledge, Skills, and Abilities
Knowledge of state and federal safety and health standards applied to an office environment, Occupational Safety and Health (OSH) guidelines and practices, Judicial Branch Workers’ Compensation Program, North Carolina Workers’ Compensation Law, and Judicial Branch leave programs.
Skills in performing safety inspections, ensuring OSHA compliance, gathering data and generating conclusions, using effective interview and questioning techniques for safety audits and investigations, providing consultation to hiring authorities and division staff, communicating and resolving conflicts, and using MS Office Word and Excel to produce technical analyses, data management, and reports.
Ability to investigate unsafe conditions, determine corrective actions, convince management of the need for a safety program, gather and analyze data, prepare reports, communicate clearly in writing and verbally, demonstrate dependability, build trust with stakeholders, develop and present training programs on a wide variety of safety topics, plan and direct a comprehensive safety program, manage workers’ compensation caseload, and collect and analyze workers’ compensation data.
Working Conditions
Employees work in a normal office environment and travel throughout the state to provide consultative services.
Minimum Education and Experience
Graduation from a four‑year college or university, preferably with a degree in human resources management, safety management, or industrial technology and two (2) years of experience in occupational safety and health, workers compensation, or human resources; or an equivalent combination of training and experience.
Management Preferences
Management prefers candidates with a current certification in Occupational Safety and Health (CIH, CSP), Certified Workers’ Compensation Professional (CWCP), and experience managing a safety program, workers' compensation program, and working with emergency response protocol.
