Organization : The Syndicat Mixte d’eau et d’assainissement du Pays de Nemours (SMEAPN), located in the south of the Seine-et-Marne department, serves 23 water supply and 11 sanitation communes. The SMEAPN is newly formed from merged structures, focusing on rationalisation and strengthening of public water and sanitation services.
Position Summary
As Responsable des services techniques en eau et assainissement , you report directly to the President and elected officials. The role is a technical service manager overseeing water supply and sanitation operations and supporting the President on policy and operational decisions. The position is full-time (35 h/week), not remote, and can be filled by a civil servant or a contract employee under French public service law. The contract duration is up to 3 years, renewable up to 6 years.
Key Responsibilities
- Support the President: manage and follow the President’s agenda, coordinate action plans for water and sanitation policy, represent SMEAPN to external bodies, propose improvement projects, develop internal control tools, advise on strategic projects.
- Technical leadership: manage the SMEAPN technical water and sanitation team, oversee works dossiers with contractors and subcontractors, monitor quality, costs and deadlines of studies and works, prepare subsidy dossiers.
- Planning & procurement: schedule annual renewal programmes for potable water networks, develop public market dossiers and consultancies, manage concession contracts jointly with audit partners.
- Financial support: assist in budget preparation, draft minutes, optimize infrastructure and network management (GIS).
- Communication & webmaster: manage SMEAPN website and external communication platforms (Facebook, etc.), respond to users, maintain public relations.
- Other duties: represent SMEAPN at conferences and meetings, collaborate with concessionaires, executive office, elected officials, and partner communes.
Qualifications
- Engineer degree or equivalent in water supply and sanitation.
- Experience in the field (water and sanitation), preferably in a design office.
- Knowledge of regulations, standards, and procedures in water, sanitation, and environmental sectors.
