Project Control Manager

The Project Control Manager (PCM) leads project controls functions including planning, cost control, risk management, and reporting for offshore installation and pipelay projects. The PCM ensures projects are delivered safely on time and within budget, supporting decision‑making with accurate and timely project performance data. The role works closely with Project Management, Engineering, Procurement, and Offshore Operations teams to align project objectives with the company’s strategic goals.
Key Areas of Responsibility
- Lead and manage the Planning, Cost Control, and Risk Management functions across assigned projects.
- Develop, implement, and maintain project control systems, tools, and procedures in line with company standards and project requirements.
- Prepare, monitor, and update integrated project schedules, including offshore campaigns, fabrication, loadout, transportation, and installation activities.
- Establish and control project budgets, track commitments, and monitor forecasts against actuals.
- Manage project reporting: progress curves, earned value analysis, KPIs, dashboards, and client reports.
- Coordinate with Project Managers to identify, assess, and mitigate risks and opportunities.
- Ensure timely submission of monthly progress reports, cost reports, and forecasts to both internal management and clients.
- Support change management processes by analysing schedule and cost impacts of variations and claims.
- Liaise with Offshore Operations and Vessel Teams to ensure offshore activities are accurately represented in schedules and reports.
- Provide leadership and mentoring to planning and cost engineers within the project.
- Contribute to lessons learned and continuous improvement in project controls practices.
- Travel offshore or to fabrication yards may be required.
Key Tasks
- Develop project baselines (schedule, budget, risk register) in coordination with the Project Manager.
- Ensure proper coding structures for cost and schedule reporting in alignment with WBS.
- Monitor contractor/subcontractor performance and integrate their schedules into the master schedule.
- Track productivity and offshore installation rates against planned values.
- Conduct variance and trend analysis, escalating deviations to the Project Manager.
- Maintain auditable records of changes to cost and schedule baselines.
- Support contractual claims with substantiated project controls data.
- Facilitate weekly/monthly project control meetings and reviews.
Key Measurables
- Accuracy and timeliness of project control deliverables (cost, schedule, risk reports).
- Forecast at Completion (FAC) within agreed tolerance of actual outcome.
- On‑time delivery of client and internal project reporting.
- Compliance with project control procedures and corporate standards.
- Identified risks/opportunities tracked and actively managed.
- Effective management of variations and claims supported by robust project controls data.

Education and Qualifications
- Essential: Bachelor’s degree in Engineering, Project Management, Quantity Surveying, or related discipline.
- Essential: Proficiency in Primavera P6, cost control software, and MS Office.
- Desirable: Professional certification (e.g., AACE, PMI‑SP, PMI‑RMP).
- Desirable: Experience with offshore pipelay and subsea construction projects.
- Desirable: Familiarity with EPCI contract environments and claim support.
- Desirable/Experience: Scheduling/ Cost control/ Contract Management, preferably within oil and gas‑related industry.
