Job Summary: The Paralegal II provides advanced, specialized legal support within the Legal Division of the NC Utilities Commission. The role involves drafting and editing Commission orders and legal documents, managing and analyzing extensive docket filings, coordinating hearings and court-related logistics statewide, and communicating with the public, regulated entities, and external partners. The position requires significant independence, discretion, and judgment in matters of legal, regulatory, and public impact.

Responsibilities

  • Perform advanced, specialized legal work in public utility law.
  • Draft and edit Commission orders and legal documents.
  • Manage and analyze extensive docket filings.
  • Coordinate hearings and court-related logistics statewide.
  • Communicate with the public, regulated entities, and external partners, and support evidentiary and transcript preparation for official Commission records.
  • Provide administrative support to attorneys and assist the Commission in decision-making processes.
  • Prepare and issue Commission orders and reports.
  • Perform hearing examiner functions and duties.

Qualifications

  • Thorough knowledge of public utility law, Commission procedures, and electronic docketing systems.
  • Knowledge of judicial and quasi-judicial procedures.
  • Demonstrated ability to perform legal research and summarize facts and evidence, preparing legal memoranda and orders.
  • Excellent written and oral communication skills.
  • Ability to gain thorough knowledge of the program areas or legal specialties assigned.

Education and Experience Requirements

  • Graduation from an accredited paralegal training program and two years of experience as a paralegal.
  • Bachelor’s degree from an accredited institution and two years of substantive paralegal experience.
  • High school or GED diploma and six years of paralegal experience performing delegated substantive legal work.
  • An equivalent combination of education and experience.
