Overview

The U.S. Mission in France seeks a qualified Mechanical Engineer to join the Overseas Buildings Operations (OBO) section in Marseille. The position supports the New Consulate Compound (NCC) project, overseeing construction activities, reviewing shop drawings, producing change orders, and estimating costs. The role is open to applicants holding a public trust security clearance.

Responsibilities

• Oversee and inspect all mechanical work elements on the construction site.• Review shop drawings and construction plans.• Develop change orders and cost estimates for the NCC.• Operate and document mechanical testing equipment.• Work independently to meet project milestones.

Required Qualifications

  • University degree in mechanical engineering from an accredited institution.
  • Public Trust security clearance (Low Risk/Non‑Sensitive) or ability to obtain one.
  • Background investigation and pre‑employment medical examination required.
  • Ability to commence work within 12 weeks of authorization.
  • For Grade 11 (full performance): at least 5 years of relevant experience, including 2 years of construction project management and oversight.
  • For Grade 10 (training level): at least 4 years of relevant experience, including 2 years of construction project management and oversight.
  • Fluent in English (speaking, reading, writing) and French (speaking, reading, writing).

Skills & Knowledge

  • Comprehensive understanding of Department of State/OBO construction regulations and guidelines.
  • Knowledge of local building and construction codes, safety, and security rules.
  • Professional knowledge in mechanical design calculations, drawing preparation, and specifications.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and Internet research.
  • Experience using construction management software (e.g., Microsoft Project, Primavera).
  • Ability to create cost estimates and review mechanical plans for code compliance.
  • Ability to operate and document mechanical testing equipment such as cameras, infrared thermometers, flow meters, calipers, and other measuring tools.

Benefits

  • Salary : Annual gross salary ranging from EUR 60,932 to EUR 100,970, inclusive of profit‑sharing, vacation, bonus, and “Comité d’Entreprise” allowances.
  • Meal Tickets : €8.25 per day (60% covered by U.S. Government; employee contribution of €3.30). Limited to 202 workdays per year.
  • Transportation : 50% reimbursement for public transportation passes purchased for commuting.
  • Holidays : Observation of 11 U.S. holidays and up to 10 French holidays per year.
