Overview

The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 Members and the European Union. OECD’s Evaluation and Internal Audit (EVIA) is located within the General Secretariat and is responsible for Internal Audit and In-depth Evaluation (IDE). IDE assesses the performance of the Organisation’s intergovernmental substantive committees and supports an accountability function as part of OECD’s Integrated Management Cycle.

Job Description

EVIA is looking for a Junior Policy Analyst to contribute to the delivery of its In-depth Evaluation programme. The role involves analysing policy implementation and the outcome and impact of legal instruments and policy advocacy of the OECD via its substantive committees. The Junior Policy Analyst will apply an evaluation framework, analyse internal and external data, conduct interviews and surveys, and attend key committee meetings. The role also includes organizing and facilitating meetings of the OECD\'s Evaluation Committee (EVC), ensuring efficient planning and clear communication with stakeholders, and maintaining the EVC IT platforms (e.g., community website).

Main Responsibilities

  • Assist in the preparation of the terms of reference for the evaluation of substantive committees and programmes.
  • Extract budget, programme and output data from OECD databases.
  • Process and analyse the data according to existing processes.
  • Propose presentation of data as per agreed formats.
  • Participate in the conduction and reporting of evaluations of OECD substantive committees and programmes under guidance.
  • Apply policy and programme evaluation concepts and techniques.
  • Assist in the elaboration and translation of questionnaires for online surveys.
  • Coordinate and, at times, attend stakeholder interviews including proposing participants, managing communication, scheduling meetings, and providing interviewees with key information about the evaluation process.
  • Prepare background materials, templates, and documentation for evaluations.
  • Conduct data gathering and quantitative and qualitative analyses of survey data, PIR data, committee meeting participation records, and other relevant data.
  • Draw initial observations and potential conclusions from data analyses.
  • Assist in drafting sections of intermediate and final evaluation reports.
  • Proofread, format, and translate reports in English or French as required.
  • Assist in drafting the Evaluation Committee’s annual report to the Council.

Maintain, Update And Monitor Departmental Databases

  • Ensure timely update of departmental databases of key evaluation data.
  • Maintain and monitor the follow-up schedule of evaluations regarding substantive committee action plans, monitoring reports, and final monitoring reports.

Support to and Coordination of Evaluation Committee (EVC) Meetings

  • Organise EVC meetings, including liaising with delegations and committee secretariats to optimise attendance, and preparing the long-term indicative EVC programme and schedule.
  • Draft meeting agendas and annotated meeting agendas, as well as participant registration.
  • Manage the EVC/In-depth Evaluation electronic platform / community website including updating meeting documentation, organising repositories, and managing user access.
  • Collaborate with other directorates as relevant (e.g., submitting documentation to the Executive Committee and Council).
  • Facilitate onboarding of EVC members and IDE team members by providing administrative and logistical support.

Qualifications

Academic Background

  • An advanced university degree in public policy or administration, political science, evaluation, operational research, or a related field would be an asset.

Professional Background

  • A minimum of 1–2 years of experience in public policy analysis and methods to assess outcomes and impact is an asset.
  • Experience in conducting evaluations and implementation monitoring is an asset.
  • Ability to work with diverse stakeholders, including coordinating interviews, managing communications, and ensuring stakeholder engagement.
  • Experience in international organisations or public sector environments, particularly in cross-functional roles.
  • Track record in multitasking and managing complex workflows with tight deadlines, ensuring high-quality deliverables.
  • Strong organisational skills, including coordinating meetings, preparing agendas and summary records, and managing documentation platforms or repositories.

Tools

  • Excellent knowledge and experience in the use of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
  • Experience with other IT tools is an asset.

Languages

  • Fluency in one OECD official language (English or French) and strong knowledge of the other, with a commitment to reach an advanced working level.

Contract

Duration

  • Open-ended appointment, with no foreseen end date.

Please note that the mandatory retirement age is 67.
