Overview

The Clean Energy Ministerial (CEM) brings together the world’s leading countries, companies, and experts from the OECD and beyond to accelerate clean energy transitions. It is an international clean energy leadership and collaboration platform with 29 member countries representing the world’s largest clean energy producers and consumers. The CEM Secretariat is hosted at the International Energy Agency (IEA). The OECD and IEA seek opportunities to work with a growing set of non‑member economies and stakeholders. The CEM aims to support the global deployment of clean energy solutions and to strengthen international collaboration in energy policy.

Job Title and Location

Position: Partnership Manager

Location: Paris, France

Start: September 2026

Main Responsibilities

  • Liaison and Outreach: Lead the CEM Secretariat support to Member Countries and Workstream leads and participants. Foster interaction and collaboration with partners such as the International Energy Agency (IEA), United Nations bodies and others, and other stakeholders.
  • Develop working relationships with existing and prospective CEM community members, and support their understanding of the CEM work and potential collaboration opportunities.
  • Collaborate with colleagues across the CEM Community to support broader CEM efforts and strengthen engagement with other platforms.
  • Promote the work of the CEM externally to diverse audiences through workshops, presentations, and bilateral meetings.
  • Participate in preparations for meetings of CEM Ministers, Sherpas, Steering Committee and Workstreams; participate in meetings of other international organisations; support the development of reports, analyses and information items for these meetings.
  • Maintain contacts with national delegations, international organisations, industry representatives, and others involved in energy market assessments.

Research and Analysis

  • Work with policy makers to develop analysis, strategies and policies in the energy field.
  • Support analytical work on energy trends and policies at global, regional, and country levels; assess the status, costs, prospects and potential of clean energy technologies.
  • Provide the CEM Secretariat with insights on technology status, progress, and R&D priorities.
  • Co‑author and contribute to CEM outputs, including project reports, web content, training materials, presentations and input to other workstreams.
  • Seek opportunities to attract funding from like‑minded partners.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in relevant disciplines such as international relations, economics, political science, engineering, energy policy studies, or related fields.

Professional Background

  • Preferably a minimum of five years’ experience in an international context (e.g., working with international committees or partnerships, facilitating dialogue and building consensus). Experience in both developed economies and emerging markets is an asset.
  • A minimum of three to five years’ experience in energy and/or climate, with a good understanding of sustainable energy policies. Experience in government energy policy development is an asset.
  • Excellent understanding of the energy sector and clean energy technology.
  • Proven analytical experience and strong drafting skills (publications, reports, quantitative analysis, models, or papers).
  • Ability to synthesise complex results and present them to a non‑specialist audience.

Skills

  • Ability to digest and interpret energy policy information, translate it into usable variables for cross‑geography comparison and modeling, and write cogently on key energy topics and policy implications.
  • Project planning and management skills; ability to prepare reports on technical issues for a general policy audience.

Core Competencies

Languages

  • Excellent written and oral command of English with ability to draft and proofread in English.
  • Good knowledge of other languages is an advantage.

Additional Information

  • Closing Date: This vacancy will be filled as soon as possible; applications should reach by midnight 10 May 2026 (Paris Time, CEST).
  • Contract Duration: 22‑month fixed‑term contract (until 30 June 2028), with the possibility of renewal.
  • Note: The mandatory retirement age is 67.

What The OECD Offers

  • Monthly salary starts at 8,098.38 EUR, plus allowances based on eligibility, exempt from French income tax.

Salary Information

  • The appointment may be made at one grade lower in the specified job family based on qualifications and experience.

Selection Process

  • For retained candidates, written tests or video‑recorded interviews are foreseen late May/early June and panel interviews are planned for late July 2026.
