Position: Head of Project Development (Paris or Nantes)

Starting date: as soon as possible

Your mission

Along with our CFO as well as the development team, your main mission is to lead and oversee project development by:

• Securing customers/revenue streams and financial partners and/or financing.
• Ensuring technical, land, contractual, and regulatory maturity of projects.
• Developing and maintaining a strong, sustainable project portfolio aligned with the company’s strategy.

Main tasks and responsibilities

Team Management & Budget Oversight

• Manage the team, coordinate activities within the scope, and provide support on technical challenges.
• Foster team development, perspective, and continuous improvement.
• Oversee the activity budget: propose the annual budget, monitor reporting, and ensure adherence.

Strategic Alignment & Portfolio Management

• Contribute to defining the project deployment strategy; develop and maintain a robust and prioritized project portfolio.
• Identify new project opportunities and assess their relevance based on commercial, technical and regional criteria.
• Analyse project profitability and ensure economic viability from early stages through to investment decision.
• Establish and manage project development budgets; define and monitor performance indicators (KPIs).
• Implement tracking tools (planning, milestones, budgets, risks) and provide regular reporting to management.
• Lead steering committees and project review meetings.
• Structure and manage all phases of project development (commercial, land, technical, regulatory, financial).
• Secure customers (offtake agreements, PPAs, hydrogen contracts, industrial partnerships) and contribute to future revenue generation.
• Identify and engage financial partners, prepare financing documentation and secure conditions required for investment decisions.
• Accelerate project progress by coordinating internal teams (technical, legal, finance, energy, land).

Land, Technical & Regulatory Maturity

• Ensure land readiness: land acquisition, negotiations, site studies, easements and local authorisations.
• Ensure projects reach robust technical maturity: initial design, feasibility studies, grid connections and technology selection.
• Oversee regulatory readiness: environmental permits (ICPE), building permits, impact assessments, compliance and safety.
• Anticipate technical, land and administrative risks and implement mitigation plans.

Strategic Partnerships

• Manage relationships with key partners during project development phases and negotiate partnership agreements.

Business Development

• Identify and develop new contracts in emerging sectors, leveraging internal capabilities and market opportunities.

Representation & Stakeholder Engagement

• Represent the company and engage with market stakeholders and public decision‑makers through meetings, working groups, trade shows and industry conferences.

Skills and qualifications

Engineering degree or business school diploma, or equivalent experience.

Minimum 15 years’ experience in the development and profitability analysis of industrial, renewable energy or land development projects, including team leadership.

Assets to succeed in this position

• French (fluent) — English (fluent) — German (desirable)
• At least 3 projects taken from origination through to financial close.
• Proven experience and track‑record in customer acquisition and negotiations of complex commercial contracts.
• Proven experience in complex administrative procedures (ICPE, planning permits, grid connections).
• H2 sector knowledge appreciated — ENR profile with strong appetite for new energy value chains also considered.
• Willingness to travel nationally and internationally (European context).

A driving licence is required.
