The Program / Department / Team The Economic Recovery for Conflict Affected Population (ER-CAP) is a five-year program implemented in the Afar, Amhara, and Tigray regions, targeting 43,350 internally displaced persons (IDPs), host communities, and returnees. The program aims to improve the livelihoods and resilience of IDPs, host communities, returnees, women, youth, and other marginalized groups affected by conflict. The expected outcomes include strengthened and resilient livelihoods, improved access to financial products and services, and enhanced community capacity to mitigate protection risks through improved access to justice, psychosocial support, and other essential social services.

Position Summary The Finance Officer will have shared responsibilities for the Woldiya Coordination Office, with a focus on finance, accounting and administrative functions within the field office. Based in Woldiya, reporting to the ER-CAP Regional Program Coordinator, and working with the Country Office Finance and Logistics team. The role is responsible for managing finance and administration activities of the Woldiya Field Office, including handling financial transactions in line with approved Delegation of Authority limits. The role ensures accurate and timely accounting and documentation of all financial transactions, oversees day-to-day administrative operations, supports procurement and logistics processes, maintains office records, and ensures full compliance with organizational policies and procedures.

Essential Responsibilities (Adapt to Specific Role; safeguarding responsibilities are required for all roles)

  1. Strategy and Planning
  2. Ensure adherence of financial transactions of the Field Office to Mercy Corps financial policies & procedures, donor terms & conditions, and Government policies.
  3. Maintain up-to-date and accurate recording of financial transactions on a day-to-day basis.
  4. Record all bank financial transactions of Woldiya Office regularly to bank batch and reconcile bank balances.
  5. Ensure timely settlement of advances disbursed from Woldiya office.
  6. Ensure availability of budget in an approved grant for every expenditure.
  7. Analyze and code financial transactions in accordance with Mercy Corps policies and donor/government requirements.
  8. Maintain proper and adequate documentation of financial transactions.
  9. Prepare monthly bank reconciliations.
  10. Maintain bank files, ensuring that all bank information is properly filed and updated.
  11. Maintain lease, rental, and supplier agreements files and ensure timely settlement of obligations.
  12. Prepare scanned documents of vouchers and supporting documents for weekly financial review and posting.
  13. Ensure that supporting documents are stamped as paid where applicable.
  14. Prepare monthly VAT claims and submit to Addis.
  15. Manage day-to-day administrative operations, support procurement and logistics processes, maintain office records, and ensure compliance with organizational policies.

Regional Systems And Support Functions

  1. Ensure effective financial, administrative, and operational systems in the Woldiya office to support efficient management of finance and related functions.
  2. Monitor adherence to organizational and donor financial policies, procedures, and compliance requirements.
  3. Maintain proper financial documentation, reporting systems, and internal controls to ensure accountability and transparency.
  4. Support best practices in finance, administration, and operational systems to maintain high standards and quality performance.
  5. Collaborate with program and finance teams on budgets, including bi-annual master budgets.
  6. Assist in budget tracking, expenditure analysis, and timely financial reporting.

Human Resources

  1. Support implementation of organizational policies related to human resources, safeguarding, and staff development in coordination with the HR team.
  2. Assist in onboarding processes, including documentation and orientation support.
  3. Support payroll preparation, staff benefit administration, and maintenance of personnel-related financial records.
  4. Risk Management
  5. Support financial risk management and internal control systems to ensure compliance with requirements.
  6. Assist in audits by preparing financial documents and tracking findings.
  7. Maintain accurate financial records and ensure compliance with policies and donor regulations.
  8. Coordinate with finance, compliance, and assurance teams to identify risks and support corrective actions.
  9. Support regular financial reviews, reconciliations, and monitoring activities.
  10. Safeguarding Responsibilities
  11. Learn safeguarding and integrate it into work, including mitigation related to area of work.
  12. Practice Mercy Corps values and respect for participants and team members.
  13. Encourage reporting of concerns through appropriate channels.

Supervisory Responsibility The Supervisor provides guidance and oversight for financial management, reviews financial reports, monitors budgets, ensures policy compliance, and supports the Finance Officer in resolving issues. Supports staff capacity building and promotes accountability and transparency.

Accountability Reports Directly To: ER -CAP Amhara Regional Program CoordinatorWorks Directly With: Country office Finance and compliance team

Accountability to Participants and Stakeholders Mercy Corps team members are expected to support accountability toward program participants, community partners, and stakeholders, following international standards and engaging communities as equal partners in design, monitoring and evaluation.

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in accounting, finance, or related field.
  • 4-5 years of accounting experience, including solid double-entry bookkeeping.
  • 4-5 years in finance and administrative roles, preferably in NGOs or development organizations.
  • Strong proficiency in MS Office, especially Excel.
  • Familiarity with computerized accounting systems.
  • Strong organizational skills and attention to detail.
  • Excellent written and verbal communication in English.
  • Integrity, professionalism, and ability to work under pressure.

Living Conditions / Environmental ConditionsThe position is based in Woldiya and may require travel to field areas. Living arrangements are standard with access to medical services.
