Overview

Chief Financial Officer (CFO) – France, responsible for Finance, Tax, and Procurement domains. Leads a Management Accounting team, Financial Accounting/Tax team, Procurement team, and Portfolio Change Management.

Key Responsibilities

• Lead financial planning, budgeting, and forecasting for the branch, coordinating with the Country Manager and Regional CFO.
• Provide direction to department heads on accounting and budgeting policies, controls and resources.
• Supervise local Finance and Accounting department, ensuring French GAAP compliance and MIS development.
• Manage capital management information and reporting.
• Ensure compliance with French tax obligations and ING tax policies.
• Oversee the Procurement function to secure quality and value while implementing the ING Bank Procurement Policy.
• Develop and enforce internal control policies, monitoring financial transactions against local legislation and IAS/IFRS.
• Report monthly results, perform variance analysis, and present financial statements and forecasts to senior management.
• Lead the Portfolio Management Committee and the Change Portfolio Management Committee.
• Identify, develop and recruit staff talent, ensuring succession planning and capability building.
• Participate in weekly Management Team meetings, providing financial and strategic insights.
• Collaborate with auditors and regulators, maintaining strong relationships.

Key Qualifications

• Master’s degree in finance or a related field and/or professional certifications such as Chartered Accountant / Accountant Expert.
• At least 4 years of senior management experience in wholesale banking.
• Strong knowledge of French regulatory accounting, tax environments, and French GAAP.
• Proficiency in IFRS, financial and management accounting, and internal controls.
• Strong strategic thinking, cross‑organizational perspective, and the ability to influence senior leaders.
• Leadership experience in project and transformational initiatives with demonstrated results.
• Track record of building capabilities, leading people, and driving operational excellence.
• Excellent stakeholder management, communication and networking skills.

Language Skills

• Fluent in French and English.
