External Consultant for Develop Center of Excellence (CoE) Model Development
THE OPPORTUNITY
Based on the needs described in the Background, GBPN is seeking a consultant/expert/partner organization to work closely with the GBPN team to develop a clear and practical model for the Center of Excellence (CoE). This assignment will:(i) set out several institutional model, legal form and hosting/organizational arrangement options for the CoE;(ii) define the governance and day‑to‑day operating setup for each option;(iii) be involved in key stakeholder consultations (minimum 2) to agree on the preferred option;(iv) deliver an establishment‑ready package, including draft governance/legal documents and an implementation stage.
- Institutional model: how the CoE will work day to day including its mandate, functions, governance, roles, decision‑making, accountability, and partnerships.
- Legal form: the type of legal entity under Indonesian law (e.g. yayasan or perkumpulan).
- Hosting arrangement: where and how the CoE is housed (e.g. hosted by an institution), including clear rules for staffing, finance, decision‑making, and asset ownership.

- Review relevant CoE models and the Indonesian institutional/legal context.
- Develop a minimum of 3 feasible options.
- Present each option in a consistent structure for comparison.
- D1. Options Package (min. 3 options) – description, high‑level legal/compliance implications, governance & org structure diagram, pros/cons and risks, indicative establishment steps and timeline.
- D2. Options Comparison Matrix – criteria, scoring/weighting and shortlist for GBPN selection.
- Define governance and day‑to‑day operating setup for each option:
- Define governance bodies (steering, oversight, secretariat).
- Define roles/responsibilities, decision rights, reporting lines and accountability.
- Describe day‑to‑day operations: core functions, coordination mechanisms, staffing and processes.
- D3. Governance & Operating Model Pack – governance charter outline/ToR (draft), operating model description (functions + workflows), proposed org chart and role descriptions.
- Conduct stakeholder consultations to agree on the preferred option (minimum 2):
- Prepare stakeholder map and consultation key topics (slides, briefs, validation questions).
- Participate in at least 2 consultations and consolidate inputs to finalise options.
- D4. Stakeholder Mapping & Consultation focus/key topics.
- D5. Stakeholder Consultation Pack – list of key consultation topics.
- D6. Validated Recommendation Note + adjustment log (what changed from the proposed model and why).
- Deliver an establishment‑ready package, including draft governance/legal documents and implementation stages:

- Recommend preferred option with justification against criteria and stakeholder input.
- Prepare draft establishment documents and operationalisation plan.
- Develop simple implementation stages (milestones, timeline).
- D7. Final Recommendation Memo – preferred model and rationale.
- D8. Legal Options Comparative Analysis – table, narrative, risks/mitigation.
- D9. Establishment/Implementation Stages – milestones and timeline.
- D10. Draft governance/legal documents (minimum requirements): Governance Charter/ToR, MoU and/or AD/ART (as applicable), decision‑making mechanism, partnership framework.

QUALIFICATIONS
We are seeking a consultant/expert/partner organization with a proven track record in institutional design, governance development, and establishment of multi‑stakeholder platforms, particularly in the fields of energy efficiency, green and sustainable buildings, climate policy, or public sector reform.
The consultant/expert/partner organization must fulfill the following criteria:
Education
- A minimum of a Master’s degree in Public Policy, Law, Institutional Development, Urban Planning, Energy Studies, Environmental Management, Governance, or other relevant fields related to institutional strengthening and sustainable development.
- Additional training or professional certifications in governance, nonprofit management, legal structuring, public administration, or organisational development are considered an advantage.
Experience
- At least 7–10 years of demonstrated experience in institutional design, governance framework development, or establishment of platforms, centres, alliances, or multi‑stakeholder initiatives.
- Proven experience in legal and regulatory analysis related to organisational establishment under Indonesian law (e.g. foundation, association, consortium, hosted model).
- Experience working on projects related to energy efficiency, green buildings, climate policy, or sustainable development at national or sub‑national levels is highly desirable.
- Experience engaging with universities, professional associations, development partners, and civil society organisations is highly desirable.
Skills and Competencies
- Strong expertise in institutional governance design and organisational structuring.
- Understanding of Indonesian legal and regulatory frameworks for nonprofit or institutional establishment.
- Strong stakeholder facilitation and consensus‑building skills.
- Ability to translate policy concepts into clear institutional frameworks and governance documents.
- Excellent analytical, writing, and presentation skills.
- Fluency in English and Bahasa Indonesia.
Conditions
This position is available for immediate commencement and is offered for a service consulting contract for a period of 13 March 2026 to 30 July 2026.

Scope of work
The scope of this TOR covers the services required from the consultant/expert/partner organization in designing and developing training curricula and learning modules to support GBPN Indonesia’s capacity‑building and peer‑to‑peer learning programmes on green and sustainable buildings.

The consultant/expert/partner organization will report directly to the Project Manager and senior manager for this assignment.
Deliverables must be submitted in editable format (MS Word/Excel/PowerPoint as appropriate) with a PDF version. Matrices and scoring tables must be provided in Excel to enable review and adjustment.
All final outputs will be subject to GBPN’s internal review procedures and must be cleared by the Senior Manager, GBPN Indonesia.
The consultant should be available for discussions with the GBPN team before, during, and after the development process to review progress and integrate feedback. Regular progress updates should be submitted in advance of these meetings. Discussions and coordination may take place face to face, via virtual meetings or teleconferences, as required.
Terms of Payment
Payments will be made in two tranches:
- First payment (40%) to be paid upon receiving deliverables D1, D2 and D3.
- Second payment (30%) to be paid upon receiving deliverables D4, D5 and D6.
- Final payment (30%) to be paid upon receiving deliverables D7, D8, D9, D10 and D11.
