Context & Reason for the Hire

Over the past three years, GBPN has experienced rapid organisational growth and expansion of services, particularly in Indonesia and India. There is also the very real issue of time running out. If we are to achieve zero emissions by 2030, incremental change is no longer enough, we need to think and act bigger and faster.

GBPN works using a unique coalition model that connects local policymakers and building professionals with industry-leading experts to reform building policies to achieve zero-emissions goals. We combine global insights with local action changing building policy through education, support and collaboration.

GBPN’s operation in Indonesia started in late 2019 and has continued to grow with the goal to become a trusted partner and thought leader in providing sustainable and innovative solutions to achieve Zero Emission Buildings in Indonesia. We have provided policy and technical assistance to policymakers, private sector, academicians/ researchers and other key stakeholders to support the government in meeting its climate goals through the building sector.

Currently, GBPN is seeking a Consultant for Case Study Development under the Building Towards Sustainable Energy Investment in Municipalities (BERSAMA): Energy efficiency & decarbonization roadmap Project to support a new initiative under the Ministry of Energy and Mineral Resources (MEMR) that runs from 1 April 2025 to 31 December 2026. The project will develop a Case Study to document how BERSAMA strengthens subnational implementation of energy conservation in buildings by translating Indonesia’s national climate ambitions into implementable municipal action. It will document the process, early outcomes, and lessons learned from the project, with a focused lens on turning Indonesia’s national climate ambitions into actionable local plans, institutional arrangements, and early implementation signals.

THE OPPORTUNITY

GBPN is seeking the services of a consultant to:

• Guiding the data collection strategy by reviewing existing quantitative and qualitative data that includes proof of policy uptake, attendance list, lessons-learned documents, project documents, photographs/video of workshops and stakeholder statements, interviews with the relevant stakeholders. Refine the case study approach and provide strategic input on final data collection tools (questionnaires, interview guides) to ensure they capture needed information for the story.
• Data analysis: synthesize data, identify key success stories, challenges and lessons
• Write the full case study document, weaving together the narrative, data, and stakeholders feedback and opinion.
• Stakeholders’ consultation: prepare a presentation deck and present the draft of case study with key project counterparts to incorporate feedback and finalize the document.
• Timely delivery and collaboration: Work closely with the GBPN team to align on content, provide revisions as needed, and deliver final case study reports, presentation deck in accordance with the agreed timelines.

QUALIFICATIONS

• A minimum of 7 years of professional experience in a relevant field (e.g., communications, journalism, international development, public policy) is required.
• Proven track record in developing case studies and “lessons learned” documents for international NGOs or government programs.
• Strong analytical skills with the ability to turn raw data (attendance lists, interview notes, policy documents) into a compelling narrative.
• Ability to deliver high-quality products on time and in line with objectives.
• Ability to understand technical content and translate data/text into clear, easy-to-understand visuals.
• Nice-to-have: Experience working on projects in the development, climate, or sustainability sectors.

SCOPE OF WORK AND REPORTING

Scope of work

The Consultant will play a key role in supporting the development of BERSAMA Project Case Study which focuses on accelerating energy conservation in the building sector by strengthening subnational policy frameworks and practices. GEDSI (Gender Equality, Disability and Social Inclusion) principles should also be taken into consideration in the delivery of the project outputs. The GBPN project team will be responsible for primary data collection (e.g., conducting interviews, gathering documents). The Consultant will be responsible for guiding the data collection strategy, reviewing the raw data, conducting secondary analysis, and synthesizing it into the final narrative.

Tasks, Deliverables, and Schedule

• Workplan to conduct data collection, analysis, narrative, and the disseminationDeliverables:– 1 Inception Report detailing refined methodology, data sources, and– 1 detailed work plan/timeline.
• Data Analysis SummaryDeliverables: 1 presentation or memo outlining key themes, draft graphs/charts, and initial story angles.1 Annotated feedback on draft questionnaires/interview guides.
• Narrative of Case Study: Case Study to document how BERSAMA strengthens subnational implementation of energy conservation in buildings by translating Indonesia’s national climate ambitions into implementable municipal action. It will document the process, early outcomes, and lessons learned from the project, with a focused lens on turning Indonesia’s national climate ambitions into actionable local plans, institutional arrangements, and early implementation signals. The consultant will report directly to the Senior Manager and Project Manager for this project. All final outputs will be subject to internal GBPN review procedures.
