About Us
The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state’s advocacy programs that provide assistance and services to diverse segments of the state’s population that have been traditionally underserved.
Description of Work
The North Carolina Department of Administration is seeking applicants for a Licensed Engineer to serve as an Engineering Manager for our State Construction Office. The State Construction Office (SCO) is responsible for the administration of planning, design, and construction of all state facilities, including the university and community college systems. The division also provides the architectural and engineering services necessary to carry out the capital improvement program for all state institutions and agencies.
Key Responsibilities
- One of four Assistant Directors of the State Construction Office. This individual will serve as the Assistant Director in the management of Construction Administration and the Facility Condition Assessment Program teams.
- Responsible for the supervision of construction and facility professionals, directing advanced professional work involved with monitoring state-owned projects and conducting comprehensive statewide inspection of state-owned facilities.
- Responsible for the development of guidelines and procedures relative to State Construction oversight of state-owned projects, and analysis and evaluation of deficiencies of buildings.
- Must possess a thorough understanding of State policies, codes, procedures, General Statutes and Department of Administration policies.
- Requires excellent communication skills, both oral and written, and the ability to establish and maintain effective working relationships with officials, construction managers, design professionals and committees as well as representatives from the public and private sector.

MAX SALARY FOR THIS POSITION: $145,204
Recruitment Range: $89,596-$145,204

- Experience in planning and implementing engineering change initiatives.
- Experience with building codes and standards for the design, project management, construction and inspection of building systems of State policies and NC building codes.
- Knowledge of construction law and the legal aspects of construction will be used in performing the duties of this position.
- Experience in the design of building systems and construction procedures.
- Ability to express ideas clearly and effectively, orally and in writing and the ability to establish and maintain effective working relationships with officials, committees, and representatives from both the public and private sectors.
- Proficiency in a Windows environment using Microsoft Office software such as Word, Excel, PowerPoint and Access.
- Professional engineer license by the North Carolina Board of Engineers or registered Architect.
- High level of supervisory and organizational skills essential.
Management Preferences
- Ten years of experience in engineering or architecture, or construction management desired.
- Extensive technical and working knowledge of the SCO INTERSCOPE System.
- Certification by Code Officials Qualification Board.
- Experience in dispute resolution, mediation, and/or litigation.
- High level of supervisory and organizational skills is required.
Necessary Requirements
- Valid NC Driver’s License with acceptable driving record. Out of State Applicants must have valid Driver’s License or acquire NC Driver’s License within 60 days of hire. Candidate must present proof of a valid NC Driver’s License and proof of an acceptable driving record.
- Registration and Licensure as an Architect or Engineer in North Carolina.

Minimum Education and Experience
Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience.
Necessary Special Qualifications may require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
