Description of Work
The Congestion Management Section of the Traffic Management Unit of the Transportation Mobility and Safety Division is responsible for providing traffic analysis and operations expertise for State Transportation Improvement Program (STIP) projects, development projects, and other congestion management corridor studies on the state system. This position serves as a Congestion Management Design Engineer, located at 750 N. Greenfield Parkway, Garner 27529. It reports to a Congestion Management Regional Engineer and will primarily work in one region. It also assists the MSTA group in performing and reviewing traffic studies for schools.
This position is responsible for performing traffic capacity analysis, engineering analyses, reviews, investigations and evaluation work in all disciplines of traffic engineering. This includes complex capacity analyses, planning, traffic efficiency, design, access, safety, highway encroachments, and preparing a broad range of technical and complex traffic system evaluation reports. The work may involve TIP projects, development traffic impact studies, and school operations studies. It will support the Regional Engineer and Project Engineer in reviewing consultant work and support MSTA project engineers for school studies as needed.
Applicants should have experience with traffic software packages, including Synchro, TransModeler, SIDRA, HCS, and VISSIM. Experience using traffic engineering concepts from manuals such as HCM, ITE Trip Generation Manual, FHWA Roundabout Guide, FHWA RCUT Guide, FHWA DDI Guide, AASHTO Design, and MUTCD is desired. Experience working with consultants, including reviewing technical work and/or scoping contracts, is also required. Excellent verbal and written communication skills are essential.
Knowledge, Skills, and Abilities (Management Preferences)
- Experience preparing and/or reviewing technical memos and reports.
- Knowledge of traffic analysis techniques and/or software.
- Knowledge of the standards, policies and procedures of NCDOT.
- Experience developing, tracking, and completing projects independently or with limited supervision.
- Experience with computers and business software.
- Experience in Microsoft Office programs such as Word and Excel.
Minimum Education and Experience
Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.

Necessary Special Requirements
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
