TEI OP-VET Intervention Officer (M/W)
Mission Description
Expertise France is recruiting two Intervention Officers whose mission will be to ensure the implementation and monitoring of interventions under the Technical Assistance Facility.
The interventions officers will be based in Paris, under a 1-year renewable CDDU contract.
The Intervention Officer will primarily focus on the implementation and monitoring of interventions/requests. Under Pillar 1, he/she will handle assistance requests from eligible stakeholders at each stage of the process (promotion of the facility services, receipt and processing of the request, implementation of the intervention, drafting terms of reference for technical assistance, contracting and supervision of expertise, monitoring and evaluation, reporting, and closure) in accordance with TEI OP-VET standard operational procedures. He/she will also play a key role in monitoring interventions, supervising technical assistance contracts, ensuring the quality of technical assistance, identifying key lessons learned from technical assistance activities & contributing to synergies with other pillars.
Under the direct supervision of the Technical Assistance Facility Coordinator, responsible for coordinating and supervising activities managed by EF under Pillar 1, the Intervention Officer will be entrusted with the following key responsibilities:
Responsibility 1: Implementation, Monitoring and Reporting
- Collaborate with the pillar coordinator to ensure the implementation and monitoring of interventions/requests
- Support the pillar coordinator in disseminating the services provided by the Technical Assistance Facility
- Ensure the effective implementation of key process workflows and required forms (templates, terms of reference, activity reports, etc.) to deploy technical assistance activities
- Review and validate deliverables from mobilized experts in close coordination with the Pillar 1 team
- Compile and produce action evaluation reports highlighting outcomes, achievement of indicators, and lessons learned
- Report, compile, and archive relevant information and documentation on technical assistance requests and activities
- Identify lessons learned from technical assistance activities to contribute to MEAL unit’s knowledge management and capitalization exercises
- Contribute to the preparation of interim and final activity reports (narrative and financial) in line with the schedule and contractual terms
- Undertake technical advisory missions independently or in collaboration with other TEI staff members
Responsibility 2: Networking and Coordination
- Responsible for stakeholder engagement/request mobilization (in close coordination with all consortium agencies)
- Advise and support agencies in identifying adequate expertise to ensure the development of the private sector/value chains
- Assist the team in identifying, selecting, and mobilizing experts
- Coordinate with the administrative team to provide necessary logistical support for the deployment of technical assistance activities
- Coordinate with the Facility team members on briefing, guiding, and debriefing deployed experts
- Participate in consultation/coordination meetings between the EF team and other implementing agencies to facilitate the planning and implementation of activities related to Pillar 1
- Ensure alignment with the activities of other pillars to foster overall coherence and synergies
The Intervention Officer may also be tasked with additional responsibilities relevant to the operations of the Technical Assistance Facility as delegated by the Pillar Coordinator. These tasks require establishing contacts and interacting with a multiplicity of institutions and stakeholders from EU countries and Sub-Saharan Africa and necessitate availability and the ability to travel abroad when necessary.
The position is based in Paris and requires regular 2-3 days travels to the project Hub in Brussels.
- Proven in-depth knowledge of vocational training and employment in international contexts, particularly in Sub-Saharan Africa
- Knowledge of key French networks and stakeholders active internationally, both public (AFD group, Business France, French Embassies, etc.) and private, constitutes a strong asset.
- Fluent spoken and written English (main working language for this position) and French (working language of Expertise France’s headquarters)
- Ability to manage simultaneous services/tasks, manage time and priorities, work under pressure, and accept an increased workload from time to time
- Excellent skills in planning, organization, interpersonal relations, and communication
- Ability to connect and coordinate with various public and private stakeholders
- Institutional relations skills, analytical and synthesis skills, ability to work under pressure, good command of office software
- Full proficiency in standard computer applications (Microsoft Office 365)
Required Experience:
- Minimum of 3 years, preferably 5, of professional experience in a similar position, preferably focused on vocational training, private sector engagement, and/or employment issues
- Experience working in vocational training in Sub-Saharan Africa
- Experience in creating, maintaining, coordinating, and facilitating expert networks, including identifying and actively searching for experts
- Experience working with DFIs (Development Financial Institutions) is an asset
- Experience in advisory support and/or capacity building is an asset
- Experience working in a multilingual/international environment and the ability to account for cultural differences to interact effectively with people from different cultures
