Technical Development Manager

Goodman is experiencing strong growth in its development activity in France, driven by data centre projects that enrich and diversify the group’s established portfolio of logistics warehouses and light industrial parks. These projects, highly complex and spanning multi-year development cycles, require a high level of technical, regulatory and operational expertise. In this context, Goodman’s ability to master the entire development chain — from initial feasibility through to project delivery — is a key differentiator and success factor.
To strengthen the development team based in Paris, we are looking for a Technical Development Manager who will lead projects across the full lifecycle: feasibility studies, design, preparation of administrative permits, contractor tendering and management of technical execution, primarily on data centre projects at the heart of the group’s growth strategy.
Responsibilities
- Sourcing phase: management of the due diligence process, analysis of technical and urban planning constraints on sites, review of the regulatory framework, coordination and analysis of technical feasibility studies, cost estimation and optimisation;
- Design phase: selection and management of multidisciplinary external design teams (architects, engineering consultants, health & safety coordinators, ICPE consultants, etc.), definition of design principles based on market expectations and in close collaboration with government agencies and local authorities, monitoring of grid connection applications (Enedis, RTE) and assessment of energy solutions (waste heat recovery, photovoltaics, geothermal);
- Permitting phase: preparation and follow-up of environmental (ICPE) and urban planning permits (demolition permit, land development permit, building permit) required for project delivery, from application preparation and administrative examination through to obtaining final approvals;
- Execution phase (depending on project type): preparation of tenders, selection of construction contractors, negotiation of contracts and site monitoring through to completion of snagging;
- Monitoring of schedules, budgets and risks at every stage of the projects and regulatory watch;
- Close collaboration with all company departments (including asset management, business development, design, legal, transactions, etc.), both in France and internationally;
- Participation in cross-functional working groups on innovation, sustainability and continuous improvement of working methods.
Qualifications
- Master’s degree in civil engineering, Construction Engineering, or equivalent qualification;
- 1 to 3 years’ experience in technical development of real estate projects, preferably in the data centre, logistics or industrial sector;
- Knowledge of administrative procedures related to industrial project development in France (building permit, environmental authorisation) is a significant asset;
- Full fluency in French and English (written and spoken), enabling the candidate to work in an international environment;
- Strong command of MS Office and standard digital tools;
- Entrepreneurial personality combining technical rigour with analytical skills, curiosity, adaptability and a taste for innovation;
- Strong sense of responsibility, ability to take initiative, awareness of financial stakes, aptitude for risk management, commitment to quality, organisation and planning;
- Self-starter with a proactive approach and a strong ability to work in multidisciplinary team settings.
