Job Description
The Global Buildings Performance Network (GBPN) is a globally and regionally focused non-government not-for-profit organisation whose mission is to provide policy expertise and technical assistance to advance building energy performance and realise sustainable built environments for all. With team members located around the World in Indonesia, India, Australia, and Europe, GBPN brings over 10 years of knowledge and innovation to sustainable building policy reform. With every project, governments leverage our intellectual capital, our experience, analysis, evidence and our network.
GBPN goal is to contribute to the building sector achieving its full energy savings and CO2 mitigation potential of more than 2.1 Gt by 2030. To do that, GBPN assists governments and industry to implement climate change actions in their building sectors that help achieve their commitment to the Paris Climate Agreement and Sustainable Development Goals (SDG).
Context & Reason for the Hire
Over the past three years, GBPN has experienced rapid organisational growth and expansion of services, particularly in Indonesia, India, Africa and China. There is also the very real issue of time running out. If we are to achieve zero emissions by 2030, incremental change is no longer enough, we need to think and act bigger and faster.
GBPN works using a unique coalition model that connects local policymakers and building professionals with industry-leading experts to reform building policies to achieve zero-emissions goals. We combine global insights with local action changing building policy through education, support and collaboration.
GBPN’s operation in Indonesia started in late 2019 and has continued to grow with the goal to become a trusted partner and thought leader in providing sustainable and innovative solutions to achieve Zero Emission Buildings in Indonesia. We have provided policy and technical assistance to policymakers, private sector, academicians/researchers and other key stakeholders to support the government in meeting its climate goals through the building sector.
To meet above goals, since January 2026, GBPN started a new project, Advancing Embodied Carbon Reduction in Sustainable Construction that aims to drive a step-change in ambition toward establishing zero-emission policies that focuses on extending the scope and enabling the implementation of decarbonization policy roadmaps in Indonesia. This project has two workstreams, as follows:
- Workstream 1: Embodied Emissions This workstream objective is to develop emissions data that informs baseline and potential improvement to establish national zero-emissions performance requirements. The key outcomes include the development of at least 1 by‑law, material database, baseline and scenario development, and technical standards. The key counterparts are the Ministry of Public Work (MPW), relevant ministries such as but not limited to the Ministry of Energy and Mineral Resources (MEMR), Ministry of Industry (MI), research and academic partners, industry and professional associations, and regional/international collaborators.
- Workstream 2: Subnational Roadmap Implementation This workstream objective is to provide support sub‑national governments (cities and provinces) to incorporate the Green Building (GB) policy targets as stated in the GB Implementation Roadmap (2024) into local by‑laws and build the administrative and industry capability to enforce and comply with the laws. The key counterparts are MPW, relevant ministries but not limited to MEMR, Ministry of Home Affairs (MoHA), research and academic partners, professional associations and regional/international collaborators.
Under this project, GBPN is supporting the Ministry of Public Works and selected subnational governments. GBPN is currently seeking 1 (one) Technical Associate to support Workstream 1.
Scope of Work
The Technical Associate , working under the supervision of the GBPN’s Senior Associate, Project Manager and Senior Manager for this project, is expected to provide technical support for the successful design, delivery, evaluation of the project outcomes. The Technical Associate will also provide support to the Senior Associate to meet the project objectives, focus areas and coordinate with GBPN Global Team on project design and delivery.
The Technical Associate’s Scope of Works will include:
A. Development of Harmonized MRV
- Lead the development of harmonized MRV methodology for embodied carbon in the building and construction sector.
- Define system boundaries, lifecycle stages, data requirements, and calculation approaches.
- Develop baseline and reduction scenarios for embodied emissions using selected building typologies.
- Prepare technical documentation and guidelines to support national adoption of MRV.
B. National Material Database Development
- Design the structure and minimum data fields for the national material database covering priority materials (cement, steel, timber, glass and aluminium).
- Support collection, cleaning, normalization, and validation of material data in collaboration with industry and research partners.
- Ensure data quality, consistency, and technical robustness of the material inventory system.
- Prepare technical materials for validation workshops and database launch.
C. Technical Standards, Thresholds, and Tools
- Develop embodied carbon performance thresholds and technical standards to inform regulatory requirements.
- Support development of simple tools or dashboards to compare material options and emission impacts.
- Translate technical findings into actionable recommendations for policy integration in coordination with Senior Associate/Project Associate.
D. Technical Workshops and Stakeholder Engagement
- Lead technical sessions in national workshops and validation meetings.
- Engage with technical experts, industry representatives and research partners to refine methodologies and datasets.
- Support capacity‑building activities related to embodied carbon and material inventories.
E. Technical Documentation and Quality Assurance
- Prepare technical annexes, reports and background papers.
- Review datasets and technical outputs prior to submission to the client/government counterparts.
- Ensure alignment with international good practices and GBPN technical standards.
F. Team Support and Coordination
- Provide technical supervision to the Junior Expert/Junior Associate on data handling and inventory management.
- Coordinate closely with the Senior Associate/Project Associate to ensure technical outputs are policy‑ready.
- Contribute to the project reporting, MEL activities and internal knowledge sharing as required.
Skills and Qualifications
- Educational Background
- At least Bachelor Degree in Engineering/Civil Engineering/Environmental Engineering/Architecture, or related fields from a reputable university. Applicants who hold an advanced degree/Master Degree in relevant fields are an advantage.
- Formal training or coursework in Life Cycle Assessment (LCA), carbon counting, or environmental modelling is highly desirable.
- Exposure to building materials, construction systems, or sustainability analytics is an advantage.
- Professional Experience/Technical Deliveries
- Minimum 3‑5 years of hands‑on experience in technical roles related to LCA, embodied carbon, material assessment, or environmental data analysis.
- Experience contributing to research projects, technical guidelines, or applied assessments in the building or construction sector.
- Demonstrated ability to deliver technically robust outputs under multi‑stakeholder project settings.
- LCA and Embodied Carbon Practice
- Practical experience conducting or supporting Life Cycle Analysis at material or building level.
- Strong understanding of system boundaries, lifecycle stages (A1‑A5, B and C), emission factor, and data quality requirements.
- Ability to develop embodied carbon baselines and reduction scenarios using structured datasets.
- MRV Methodologies and Technical Frameworks
- Experience designing or applying MRV frameworks, emissions accounting or sustainability indicators.
- Ability to define data requirements, calculation logic and documentation for MRV systems.
- Familiarity with international or national LCA/MRV frameworks and standards is an advantage.
- Advanced knowledge in existing LCA tools related to buildings and construction such as One LCA, EC3 , and others, is an advantage.
- Material Database and Inventory Development
- Experience structuring material databases or inventories (including defining data fields, normalization, and validation processes).
- Ability to manage datasets related to construction materials (e.g., cement, steel, timber, glass, aluminium).
- Understanding of Environmental Product Declarations (EPDs), Sertifikat Industri Hijau (SIH) and other performance material systems, and material‑supply chain data is preferred.
- Technical Analysis and Documentation
- Strong capability in synthesizing technical inputs into clear reports, annexes and guidelines.
- Experience preparing technical background papers and contributing to standards or methodological documents.
- Coordinate closely with Senior Associate/Project Associate to translate complex analysis into practical recommendations for policy integration.
- Technical Stakeholder Engagement
- Experience working with researchers, industry experts and technical consultants.
- Ability to lead technical sessions in workshops and validation meetings.
- Comfortable explaining technical concepts in accessible language to non‑technical audiences.
- Tools and Data Handling
- Proficiency in spreadsheet‑based modelling and structured data management.
- Familiarity with LCA tools or analytical software is an advantage.
- Strong attention to data quality, consistency, and documentation.
- Experience working in multidisciplinary teams.
- Ability to provide technical supervision to Junior Expert/Junior Associate on data handling and inventory management.
- Strong collaborative mindset when working with policy‑focused colleagues.

- Proficiency in technical English (written and spoken)
- Strong analytical thinking and problem‑solving skills.
- Ability to work independently, manage multiple tasks, and adapt in evolving project environments.
Conditions
This position is available for immediate commencement and is offered for service consulting contract for 187 days over a 9.5‑month period (01 April 2026 – 31 December 2026) with possibility for extension. Communication with GBPN team members around the world is largely online and may require travel or working outside normal working hours (only if needed). The position is a hybrid remote working position (remote and offline, if required), based in Jakarta/Greater Jakarta/Jabodetabek.
This consultant’s position is subject to quarterly performance reviews and related funding availability.
Terms of Payment
Payments are outcome based and will be released in arrears on a monthly basis.
The individual consultant or the associated service provider can issue a monthly invoice at the end of each month. The Senior Manager will review the consultant performance to determine the monthly allowance issuance.
