Location: Home based with frequent assignments in the field, requiring long stays.
Contract: Mobile Implementation Officer (MIO) contract with MSF France at 100%
Duration: 12 months

Job Overview
Coordinate the implementation of supply chain mutualization at the field level in accordance with SCTC priority, following a two-step methodology: feasibility assessment and deployment.
Responsibilities
- Conduct feasibility assessment for supply chain mutualization in priority countries.
- Engage with HQ stakeholders in structured sequence.
- Develop Terms of Reference (ToR) for the feasibility study.
- Map operational footprint of each OC and supply chain footprint.
- Analyze local spending, supplier portfolio, and human resources.
- Conduct engagement with mission teams (Supply Coordinators, Heads of Mission, Finance, HR, Logistics, Medical).
- Map existing supply chain systems.
- Perform comprehensive risk analysis and financial impact assessment.
- Develop clear, evidence-based proposal for mutualization scenario.
- Consolidate findings into structured feasibility report and present recommendations.
- Oversee endorsement of mutualization proposal in MoU and coordinate support visits from technical specialists.
- Lead discussions on alignment of supply chain practices and develop common SOPs.
- Contribute to elaboration of country-specific Supply Guideline.
- Coordinate definition of intersectional positions and training of staff.
- Monitor implementation progress, identify challenges, propose corrective actions.
- Coordinate regular Intersection Supply Steering Committee or HoM meetings as required.
- Develop and mobilize network of stakeholders; maintain smooth communication and feedback.
- Coordinate all actors involved in mutualization of supply activities and ensure alignment.
Qualifications
- Strong experience in project management (mandatory).
- Minimum of two years of experience with MSF at mission level (mandatory).
- Bachelor’s or Master’s degree in supply chain management, Logistics, Pharmacy, Engineering, Business Administration, or related field.
- Strong understanding of humanitarian supply chain operations, ideally within MSF.
- Proven experience in conducting assessments, leading operational projects, or implementing organizational changes.
- Strong organizational, analytical, and problem‑solving skills.
- Ability to work autonomously while coordinating with diverse stakeholders.
- Excellent communication, negotiation, influencing and intercultural skills.
- Independent initiative, ability to drive change, improve and innovate.
- Fluent in spoken and written English and French (B2).
- Proficiency with standard office tools (Word, Excel, PowerPoint).
- Familiarity with MSF supply chain systems (e.g., Unifield, Isystock) is an asset.
- Availability to travel up to 70% of the time.
