Staff Officer Human Resources, Personnel, Administration and Logistics
Position: Staff Officer Human Resources – Personnel, Administration, and Logistics (PAL) Branch, NATO Science & Technology Organization (STO). Contract: Project Linked NATO International Civilian (PLN) – 3 years with a 6‑month probationary period.
Responsibilities
- Develop, interpret, execute, and maintain all HR policies, processes, and procedures in line with NATO Defence Manpower Committee procedures, NATO Civilian Personnel Regulations (NCPR), CSO HR Strategy, CSO Personnel Policy, and applicable host‑nation labour laws.
- Issue administrative memos, internal notes, and updates on recruitment procedures, onboarding programmes, training plans, performance management, and cohesion/well‑being programmes.
- Maintain liaison with the Advisory Panel, other NATO entities, and develop an HR network for standardization, benchmarking, and best‑practice sharing.
- Develop and manage a training plan for each position, monitor its execution, and oversee a portfolio of common interest training programmes and language courses.
- Plan, manage, and oversee cohesion/well‑being activities; act as project manager in collaboration with the Assistant (PAL); prepare the annual staff seminar and track follow‑up actions.
- Lead recruitment activities (posting, selection, hiring), develop and supervise new‑onboarding programmes, and support the Branch Head (PAL) in transformative initiatives and workforce planning.
- Supervise payroll preparation and, if necessary, prepare payroll directly using the NATO‑wide Personnel Management Information System (PMIS).
- Conduct HR analytics workshops, build metrics, KPIs, dashboards, and provide actionable insights on talent acquisition, retention, training, staff effectiveness, diversity, and inclusion.
- Support the Branch Head (PAL) in HR strategy implementation, budget monitoring, and assume their functions for limited periods when required.
Qualifications – Essential
- Minimum five (5) years of progressive HR experience including supervisory responsibilities.
- Knowledge of International Organization personnel regulations and HR concepts.
- Proven ability to initiate and lead projects in HR policy design, onboarding, training, cohesion, and talent management.
- Strong communication skills – oral and written – with diplomatic tone and clarity.
- University degree in Human Resources Management, Labour Sciences, Organizational Management, or related field.
- Very good proficiency in one NATO official language (English or French) and good proficiency in the other; the primary work language is English, with French for host‑nation interaction.
Qualifications – Desirable
- Knowledge of the NATO Civilian Personnel Regulations, NATO Military Manpower Policies, and NATO Personnel Management Information System (PMIS).
- Graduate degree (Master’s or Ph.D) in a related field.
- Experience in an international organization, certification in project management, and training in host‑nation labour law.
- Knowledge of additional European languages.

Employment Terms and Conditions
- Grade: G 15.
- Basic monthly salary: €7, figures); exempt from income tax.

- Contract subject to security clearance at NATO SECRET level and a medical fitness certificate.
Security Clearance Level
Applicant must be eligible for a NATO Secret security clearance.
