Short-Term Expert (STE) - Capitalization Expert for Gender Mainstreaming Project (H/F)

Position Description

To ensure high-quality implementation, the project is structured around three complementary pillars: the Central Management and Coordination Team, the Local Experts (LEs), and a pool of Short-Term Experts (STEs) mobilised on demand.

• The Central Management and Coordination Team includes a Head of Project, who provides overall leadership, coordination and technical guidance; a Key Expert on Gender Responsive Budgeting (GRB), who ensures methodological quality and supervises the pool of LEs together with the STEs; a Project Manager, responsible for contractual, financial and administrative oversight; and a dedicated support team, composed of an Administrative and Financial Officer and a Project Assistant, providing logistical and financial management.
• The Local Experts form the project’s frontline, working in close partnership with Beneficiary Authorities (BAs). They ensure that methodologies and tools are adapted to national and local contexts, provide tailored technical assistance and capacity building, and act as liaison between Expertise France and the BA.
• Short-Term Experts (STEs) are mobilised during peak periods or for specialised contributions (e.g. MEAL, capitalisation, communication), complementing the work of the central team and the LEs by bringing targeted expertise.

In close collaboration with the MEAL expert, the Key Gender expert and reporting to the Head of Project, the CAPITALISATION expert will be in charge of leading the capitalisation outputs from conception to final production, in view of making project’s results accessible and fostering internal learning.

Main Tasks & Responsibilities

Capitalisation represents a key moment for a project working across six very different Beneficiary Authorities (Paris, Berlin, Hamburg, Malta, Portugal, France-DAE) and bringing together national ministries and city-level administrations. Capitalisation is also the only opportunity to link the components together — inception reports, tailored support, capacity-building, pilot methodologies, revised tools — and to read them as one coherent intervention rather than six parallel tracks.

The basis for the capitalization exercise

Capitalisation has been conducted as a progressive exercise , The capitalisation work carried out by the project team until now is preparatory: it generates the raw material (logs, case studies drafts, interview notes) that the dedicated capitalisation expert will then consolidate into the final deliverables. It has been embedded in key steps of the project calendar:

M6 (April 2026) ‑ Baseline capitalisation entry:

inception reports provide insights on starting conditions, initial expectations of the BA, the first unexpected findings, and the first “good surprises”. These notes can feed each BA case study.

M8 (June 2026) ‑ Mid‑term capitalisation stock‑take.

During the internal mid‑term review, project results have been monitored and recorded

M 12‑ M16 (Oct 2026‑ Feb 2027)

six interviews to Beneficiaries Authorities (BA) will be produced with support of the MEAL and Capitalisation expert, recorded and six capsule videos (2‑4 minutes) will be produced by a video maker, one per BA;

M15–M18 (January–April 2027) ‑ Consolidation and final workshop.

The closing national events and final capitalisation workshop at M18 uses the Policy brief and the case studies as primary material. A capitalisation expert facilitates the preparation of the concept notes, consolidates the agenda, and drafts the final capitalisation products.

Starting at M6 also means that capitalisation flows alongside monitoring data : the activity tracking sheet, the post‑activity feedback forms and the Training Needs assessment and follow up evaluations as well as validated project deliverables are all designed to feed capitalisation as well as indicator reporting. The exercise is learning‑oriented, based on validated project evidence, and distinct from monitoring and evaluation functions.

In addition to the project experts, the capitalization expert will work hand in hand with a graphic designer and video maker.

Capitalisation expert’s expected deliverables:

One Policy briefing:

draft and revise through validation the policy briefing in English language. In close collaboration with the key Gender Expert, Local Experts, MEAL Expert and Head of Project, the Capitalization expert will extrapolate the results from the existing outputs for each BAs and monitoring material (see paragraph above on the Basis of the Capitalization Exercise). The expert will liaise with SG Reform and BAs throughout drafting and validation of the briefing. The expert will draft the briefing (max 40 pages) and provide a close‑to‑final draft to the Graphic designer for layout and formatting. The briefingwill have the following indicative structure:

Context: why the gender mainstreaming tools produced by the project are relevant for the EU and the BAs.

Where the Beneficiary authorities started: common challenges as highlighted from the issue trees in the inception reports.

Methodologies developed and tested: key achievements and steps highlighting how the gender mainstreaming tools have been produced and applied. Challenges and lessons learned: what changed in practice, what enabled it, and what the administration would do differently

Common lessons on what makes reform succeeds? provide recommendation on effective methodologies, governance structure and data integration approaches. Include concrete examples of what is easy to implement, what makes reform work, stakeholders engagements (i.e. Ministries Of Finance other procurement agents), etc.

Six BA case studies:

in English language and translated in BA’s language (except for Malta). In close collaboration with the key Gender Expert, Local Experts, MEAL Expert and Head of Project, the Capitalization expert will be in charge of extrapolating the results from the existing outputs for each BAs and monitoring material (see paragraph above on the Basis of the Capitalization Exercise). The expert will liaise with SG Reform and BAs throughout drafting and validation of the case studies. The expert will produce the case studies with the local and central team, and provide a close‑to‑final draft to the Graphic designer for layout and formatting (6-10 pages max). The case studies will have the following indicative structure:

• Content and rational for support
• Gender Mainstreaming support provided: what triggered changes in their administrations thanks to TSI project?
• Future directions and recommendations
• Spotlight practice: describe how the selected practice was developed, implemented and became part of the institutional framework.

One project booklet:

two-pager in English language, compiles communication-ready life stories extrapolated from the case studies, summarizing the work done by the BAs (highlights and good practices). The expert will produce the boolket and provide a close‑to‑final draft to the Graphic designer for layout and formatting.

Six video capsules:

The capitalization expert will support the team experts by reviewing the videos’ scripts.

Six national closure events one for each BA:

The events will present to local stakeholders what has been achieved through the project. The events might be in person or online. The Capitalisation expert will liaise with BAs and Local Experts, as well as with central team, to contribute to producing the concept notes and detailed agenda.

Through its inputs the expert will advice on how the event can contribute to :

• facilitate knowledge sharing,
• engage policy makers and key stakeholders to ensure continued adoption of Gender mainstreaming tools
• foster mentalities’ change and scale up the implementation of suggested tools

One final High Level conference (TBC 16-17 March 2027 Paris, France):

The Conference will convene high level BAs representative to discuss findings from the final report and policy implications. The capitalization expert will work closely with the project experts and head of project to produce a concept note, detailed agenda, proceedings and related communication material.

The expert will be responsible for designing and coordinating knowledge sharing sessions on how to bring forward reforms contributing to Gender mainstreaming and gender budgeting,including organizing an High Level Final Panel discussion on what to triggers reform.
