Job Description
DP World is looking for an experienced Security / Safety & Customs Governance Manager (France) to support our Herport entities (DP World companies). This role acts as the primary national point of accountability for regulatory compliance, customs governance, and security/safety frameworks across all Herport entities in France.
About the role
The position ensures full compliance with customs, security, and safety regulations; maintains strong relationships with State authorities; and drives operational excellence, risk mitigation, and organizational readiness across the national network.
How you will contribute
Strategy & Governance
- Serve as the main point of contact for all competent State authorities on security, safety, and customs matters.
- Define and implement the national security, safety, and customs compliance strategy, aligned with country and Group priorities.
- Ensure consistency of practices, processes, and certification requirements (AEO, safety, regulatory accreditations) across all branches.
- Monitor regulatory developments (customs, security, safety) and ensure timely impact assessment and implementation.
Compliance, Risk & Regulatory Excellence
- Act as the national accountable officer for customs compliance and the designated security/safety representative with authorities.
- Maintain all mandatory accreditations and licenses, including AEO certifications and authorizations.
- Oversee updates to security programs and ensure integration into operational systems (e.g., AEOLUS).
- Manage safety inspections, audits, penalties, and renewal processes with authorities.
- Establish and enforce internal controls, SOPs, audit frameworks, and corrective action plans.
- Validate and monitor the accuracy and validity of mandatory training, certifications, and accreditations for employees and subcontractors.
Operations & Service Excellence
- Ensure proper application of approved processes across all regulated sites and coordinate internal security/safety audits.
- Oversee subcontractor compliance (training, certifications, authorizations).
- Guarantee the quality and timeliness of operational processes related to customs and safety requirements.
- Support operational teams by providing compliant solutions for customer onboarding, tenders, and specific regulatory needs.
- Promote continuous improvement and standardization across the national network.
Authority & Stakeholder Management
- Maintain strong, professional, and proactive relationships with customs authorities, administrations, DGAC, and other relevant bodies.
- Serve as the internal reference for all matters related to customs, regulatory compliance, safety, and security governance.
People Leadership & Capability Building
- Coordinate and engage the network of Security/Safety Coordinators across all French agencies.
- Develop competencies, maintain mandatory training levels, and ensure continuous skills development.
- Foster a culture of compliance, accountability, and operational excellence.
What you will bring
- Proven experience in regulatory environments involving security, safety, customs compliance, or similar high‑stakes operations.
- Strong knowledge of AEO frameworks, national regulatory requirements, and security/safety accreditations.
- Demonstrated ability to collaborate with authorities and lead audits, inspections, and compliance reviews.
- Experience working in logistics, freight forwarding, or other regulated sectors.
- Ability to lead transversal teams, drive governance programs, and influence across multi‑site operations.
- Strong communication, stakeholder management, and problem‑solving skills in complex environments.
