Program / Department Summary
The Operations Department provides key support to the Ethiopia program in procurement, asset management, warehouse management, fleet management, IT, safety and security management, and facilities & office management to ensure successful implementation.
General Position Summary
The Roving Operations Coordinator ensures practical operations compliance, liaises with programmes, finance, logistics and procurement units, and collaborates on proposal development to meet donor and Mercy Corps regulations. The role supports field operations and maintains control systems to satisfy donor rules.
Location
Addis Ababa with willingness to travel to field sites for 75% of the time.

Essential Job Responsibilities
- Deploy to field offices and various operations units on short‑term assignments to support resource gaps.
- Review procurement, fleet, asset, and warehouse systems and act on Mercy Corps lead times.
- Deploy during emergencies requiring high‑level procurement.
- Implement county initiatives to meet specific procurement needs, including local and sector‑specific Master Purchase Agreements.
- Identify capacity‑building opportunities for field and Addis procurement and logistics teams and provide training.
- Participate in field team management and strategy meetings with programme teams.
- Work closely with programme managers and procurement manager to establish plans and track progress.
- Familiarise with MC procedures, policies and donor rules in logistics and procurement.
- Ensure current control systems are in place and compliant with donor and MC regulations.
- Provide technical support to all operations units on logistics, procurement, admin and donor compliance.
- Conduct monitoring visits, meeting department staff and providing training on compliance.
- Check a sample transaction monthly to ensure donor compliance.
- Scrutinise selected procurement processes for correctness and compliance.
- Modify and implement controls where weaknesses arise.
- Train relevant staff on logistics, procurement, admin rules and donor compliance.
- Maintain documentation management systems for procurement, logistics and admin to meet donor audit requirements.
- Undertake other tasks delegated by supervisor.
Team Management
- Develop team capacity and deepen understanding of roles.
- Assist members with tools and resources to improve performance.
- Promote accountability, communicate expectations and provide constructive feedback.
- Create and sustain a respectful work environment.
- Hire, orient and lead team members as necessary.
Finance & Compliance Management
- Ensure compliance with donor and Mercy Corps regulations for emergency programming.
- Draft or review scope of work for technical consultants and verify technical efficacy and contract budget.

Knowledge And Experience
- Degree in logistics, supply chain management, accounting or related field.
- Excellent written and spoken English.
- Minimum of five years working with USAID,BHA,WFP,OCHA grants and strong communication and organisational skills.
- High‑level skills in Word and Excel; PowerPoint and other applications an advantage.
- Ability to analyse and synthesise a variety of material in a fast‑paced environment.
- Self‑starter, high energy, and capable of working within a multicultural team.
- Field experience required.
- Willingness to travel 75% of the time.
