Description of Work
The primary purpose of this position is to provide programmatic leadership, oversight, and implementation management for the Coordinated Specialty Care (CSC) initiative under the Rural Health Transformation Program (RHTP). RHTP is a five-year federal grant awarded by the Centers for Medicare and Medicaid Services (CMS) to improve healthcare access, quality, and outcomes in rural communities.
This position is responsible for leading the planning, implementation, and continuous improvement of CSC services designed to support early intervention for individuals experiencing first episode psychosis. The role ensures that CSC program activities are effectively operationalized, aligned with federal and state requirements, and supported through strong quality assurance and performance improvement processes.
The position supervises one staff member and works closely with internal staff, LME/MCOs, providers, and other partners to support implementation, monitor program performance, and address operational challenges. The position is accountable for ensuring that CSC initiatives are implemented on time, within scope, and in compliance with grant and regulatory requirements, while also contributing to long-term sustainability planning and system integration efforts.

Strong program management skills, including planning, implementation, monitoring, budgeting, and reporting
Knowledge of behavioral health service systems, with preference for experience with programs or services for adults with severe and persistent mental illness (SPMI)
Strong analytical and problem-solving skills to address implementation challenges, improve program quality, and improve program fidelity
Experience with quality assurance and quality improvement methodologies, including data analysis, performance measurement, and fidelity
Strong verbal and written communication skills with the ability to build and maintain effective working relationships with a range stakeholders and write written reports for various audiences including funders
