The Procurement Tendering Manager (PTM), or the Tender Sourcing Leader (TSL) in case of integrated projects, is the leader of the sourcing related issues within a given tender and is fully responsible for the fulfilment of process related to his/her dedicated projects. The objective of this position is to establish a robust and competitive sourcing plan ready for the offer.# 1. Responsibilities**Procurement Tendering Manager :*** Is part of the tendering core team and the contact point for the Tender Manager (TM), Tender Engineering Manager (TEM), and Business Sales Manager (BSM) for all issues related to Sourcing.* Participate proactively to the tendering phase and support the team in winning the tender.
The Procurement Tendering Manager will be appointed on target projects (firm bids) after the sales screening until handover to the Project Procurement & Logistics Manager (PPLM) latest at project execution team nomination or when the project is reported lost. **Scope:**
- Participate proactively to the tendering phase and support the team in winning the tender.**Main duties:**
- Review, comment and take into account the client specification related to Procurement and Logistic activities. Identify any commercial, legal, fiscal deviations from the General Terms and Conditions versus the EPC bid and if necessary prepares a short commercial bidding instruction for the Sourcing Strategic Leaders (SSL) and/or the Buyers.
- Define, review and update the Tender Sourcing Strategy (TSS) in close collaboration with the TM,TEM, BSM and SSL/ Buyers with respect to the overall company strategy, including Arabelle Solutions target supplier panels and Make Or Buy priorities, and project specific technical, commercial, legal and fiscal requirements (such as sourcing restrictions, localization, financing constraints, country and project specific applicable standards and codes, Turnkey packages …).
- Verify compliance of Tender Sourcing Strategy (TSS) with costs base (PCDB or equivalent) and suppliers.
- Define specific strategic points such as on/offshore, country of origin in case of External Consortium Agreement (ECA), cash in/out, basis for escalation formulas, etc.
- Check completeness of the Tender Supplier List in close collaboration with account manager and ensure a balancing between Sovereignty and Localization.
- Review the Tender Time Schedule (TTS) and ensure that commodities can be procured in the defined lead-time.
- Establish the Tender Engineering Procurement Plan (TEPP).
- Organize the coordination of Request for Quotation (RFQ) process, ensure that project costing is backed-up by evaluated supplier offers of sufficient quality, provide “Fix & Firm” scenario for the period of the date of the cost base or end of the validity of the supplier´s quote in case of RFQ process until scheduled and foreseen purchase order date to have the best cost solidity within a tender.
- Ensure that SSL define suitable costs and qualified suppliers for main and critical equipment in compliance with Tender Sourcing Strategy (TSS).
- The Tender Sourcing Strategy (TSS) including the Tender Engineering Procurement Plan (TEPP) is consolidated with information from all Product Lines involved.
- Calculate and optimize the Sourcing function’s budget for the project in execution and get the approvals from Senior Sourcing Head by applying corresponding costing tool.
- Manage the procurement related risks such as hyperinflation, firming or specific supplier risks and propose measures to mitigate the cost of material price escalation if the risk cannot be transferred to the customer.
- Captures return of experience from similar projects in execution and feedback into tendering.
- Ensure a smooth handover of Procurement & Logistics related scope between Tender team and Project Execution team (PPLM) at D2 (project execution team nomination).
- Review and comment the Project Execution Strategy & Engineering procurement Plan distributed by the PM core team, for Sourcing related chapters completion (including TSS, Tender Supplier List, Resource Allocation Plan, Turnkey Package Plan, etc).* undefined ## 1.1. Authority Is entitled to seek and obtain all Tender and Sales information for the specific tender that is relevant to Procurement and Logistics. Has the leading role in establishing the Tender Sourcing Strategy (TSS) Access to all Tender and Sourcing networks. Escalate appropriately issues in preparation of the tender. Undertake any other related duty and responsibilities as may be required by the Sourcing Line (such as direct Customer interactions) Promote the interests and image of the Sourcing function. Occasional travels can be foreseen punctually. Behave according to Arabelle Solutions Cultural Pillars and Values.# 2. Required Competences* ## 2.1. Education Commercial or Business Administration Bachelor/master’s degree. An Engineering degree is desirable. Good understanding in Sourcing domain ## 2.2. Experience. Commercial experience in Tendering or Project Execution is expected (e.g. Project Manager, Tender Project Manager, Senior Purchasing Manager, Sales Project Manager). Exposure to Strategic Sourcing and/or financial topics. Experience in Engineering (nice to have) ## 2.3. Behavioral and/or Technical Know-how General knowledge of purchasing standards, policies, procedures, and Sourcing management philosophy. Good understanding of legal/contractual aspects of a tender contract. Risk management knowledge. Strong writing and communication skills, transparency, team spirit. Ability to work efficiently in cross-functional teams. Accountability, resilience, autonomy, and leadership. Decision making, problem solving, ability to independently resolve issues with difficult suppliers. Quality mind set. Proactive in continuously seeking for the most competitive and reliable offer. Language skills Fluent in English, written and spoken. Knowledge of any other language would be an advantage# 3. Key performance Indicators
- PTM performance is measured against the quality of deliverables during Tender and in Execution, in particular following indicators: Tender Sourcing Strategy built on-time, shared with Tender & Execution teams, and approved by all parties (@Risk Reviews) Cost Solidity and competitiveness of the offer as per directives in place
