Job Description

Financial Management

  • Ensure that expenditures are correctly and appropriately recorded; identify and regularise anomalies; liaise with PBF counterparts to resolve inconsistencies.
  • Control transactions for expenditures, checking validity of supporting documentation and compliance with OECD’s financial policies and practices.
  • Review accounts to ensure accurate reflection of expenditures and financial commitments; assist in annual closing and opening of accounts; maintain complete records for audit.
  • Provide financial guidance and support to Programme Managers; assist in the preparation of draft budget proposals.
  • Plan and allocate budgetary resources, track commitments, prepare financial reports and budgetary outturns, and assist in managing procurement processes.
  • Contribute to the review of voluntary contribution offers and agreements, including financial aspects of contracts, supporting VC acceptance processes and ensuring compliance with OECD rules and donor requirements.
  • Prepare and track voluntary contribution budgets, commitments, expenditure and reporting deadlines; prepare financial reports for donors in a timely and accurate manner.
  • Ensure compliance with OECD’s financial regulations, instructions, procedures, policies and practices using corporate financial and administrative processes, systems and tools.

Coordination of Workflow

  • Manage information flow, advise on administrative issues, and flag priority and sensitive issues as appropriate.
  • Oversee and/or review and approve mission orders and expense claims, ensuring compliance with financial regulations and SOPs.
  • Organise information, including management of databases, dashboards and Teams channels; propose developments and improvements; keep records updated.

Human Resources Support

  • Monitor staff contract status and carry out related administrative and budgetary tasks.
  • Assist in the administration and coordination of recruitment campaigns, applying relevant OECD processes and using corporate HR systems.
  • Assist with onboarding of new hires, ensuring necessary administrative, personnel and IT arrangements for smooth integration.
  • Stay abreast of corporate HR management reforms, deadlines, guidelines and best practices.

Other Duties

  • Seek areas to improve efficiency, proactively enhancing internal administrative and financial processes.
  • Assist in keeping the Directorate’s guidance and policies up to date.
  • Participate in meetings of the Resource Management Advisor community, attend corporate services meetings, and stay current with policies, rules, processes and systems.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree in business or public administration, finance, accounting, human resources management or a closely related field.

Professional Background

  • Minimum of 3 years of proven experience in financial management, budget management and/or human resources management, preferably in an international context.
  • Proven experience in interpreting and applying financial and/or human resources management procedures and policies.
  • Experience in analysing quantitative and qualitative data.
  • Knowledge of the structure, processes and regulations of an international organisation is an advantage.
  • Experience supporting financial management or administration of grant agreements and voluntary contributions, including European Commission funding, is an advantage.
  • Proven ability to cope with conflicting requests, strict deadlines, communicate clearly and work effectively in a multicultural environment.

Tools

  • Very good experience with resource management applications such as SAP, OBMR, Business Objects (BO), SmartRecruiters, PowerBI, Concur or the ability to master such applications quickly.
  • Excellent command of Microsoft Office and demonstrated aptitude with Excel.

Languages

  • Fluency in one of OECD’s official languages (English or French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Multiple positions may be created; appointment type will be confirmed when an offer is made.

What The OECD Offers

  • Monthly salary starts at 4 502,33 EUR, plus allowances based on eligibility, exempt of French income tax.
  • From 1 July 2025, all official appointments will be made under new contractual modalities.

  • Appointment may be made at one grade lower based on qualifications and experience.
  • This vacancy may be used to create a candidate pool for comparable positions, open-ended or fixed-term.

Selection Process
