Job Description

IEA’s Financial Administration Team (FIN) plays a key role in supporting the delivery of the IEA’s Programme of Work and Budget (PWB). The IEA has approximately 450 staff and an annual budget of €36 million, with voluntary contributions of €70 million, annual voluntary expenditure of €40 million, and annual publications and data revenue of €14.2 million. This role is a Resource Management Advisor who will manage a wide range of regular budget and voluntary contribution duties as well as publications and data revenue, providing regular financial reporting to several Directorates and Offices in the IEA, and assisting the Financial Administration Manager in reporting to the IEA Committee on Budget and Expenditure.

Main Responsibilities

  • Manage the execution of the IEA's budget (regular budget and voluntary contributions) and coordinate the planning and management of expenditure in line with available resources and OECD financial regulations.
  • Participate in the application and negotiation process for new voluntary contributions, including drawing up budgets and working with the IEA Office of the Legal Counsel to ensure conditions are appropriate.
  • Ensure donor conditions are respected during the life of the contribution, advising project managers on appropriate use of voluntary contributions and planning expenditures in collaboration with project managers.
  • Prepare interim and financial expenditure reports for donors, closely monitoring due dates for financial reports and spending deadlines for all voluntary contributions.
  • Provide regular budgetary reporting and analysis to Directors and Heads of Division, flag and propose corrective action on abnormal or excessive consumption, and identify savings from the staff budget for internal re‑allocation.
  • Draft and present reports to the Committee on Budget and Expenditure on the Agency’s financial resources as required.
  • Participate in the preparation of the IEA’s biennial Budget and contribute to the assembly of submissions for inclusion in the Programme of Work and Budget.
  • Monitor and liaise regarding the administration of staff contracts with the HR support team, contributing to staff plans and budgets and the financial implications of staff movements.
  • Monitor and approve expenditure (missions, procurement, invited experts, etc.) and ensure conformity with OECD financial regulations, liaising with the Office of the Legal Counsel as needed.
  • Represent the IEA in OECD administrative fora as required and keep abreast of administrative reforms and systems in the Organisation.

Qualifications

Academic Background

  • Post‑secondary education, preferably in business administration, accounting or a related discipline, or equivalent experience.

Professional Background

  • Proven experience in budget planning, administration and reporting.
  • Demonstrated ability to interpret and apply financial rules and procedures of an organisation.
  • Proactive and reliable, with the ability to take ownership of tasks and work both independently and as part of a team.
  • Comfortable managing multiple priorities, staying organised, and meeting deadlines in a dynamic environment.
  • Adaptable, solution‑oriented, and able to respond positively to changing needs.
  • Strong communication and interpersonal skills, with the ability to build effective working relationships across teams and collaborate in an international, multicultural environment.

Tools

  • Proficiency in Microsoft Excel and other Microsoft Office applications.
  • Knowledge of the Organisation’s financial and administrative systems and experience with other ERP solutions would be an advantage.

Core Competencies

Languages

  • Fluency in one of the OECD official languages (English or French) and a knowledge of, or willingness to learn, the other.

Closing Date

  • This vacancy should be filled by the end of September 2026, and applications should reach us no later than midnight 17 May 2026 (Paris time).

Contract Duration

  • 24‑month fixed‑term appointment, with the possibility of renewal.
