The Regulatory Compliance Manager acts as the focal point for all activities related to regulatory compliance, permitting, classification, flag administration and certification throughout the project lifecycle.
Regulatory Compliance & Permitting
- Establish, maintain and implement project procedures related to regulatory compliance.
- Review applicable national regulations and support project teams in understanding and implementing requirements.
- Ensure regulatory compliance documentation is robust, traceable and readily available.
- Establish and maintain permitting registers and permitting plans.
- Coordinate permitting activities with consultants, authorities and project stakeholders through permit issuance.
- Manage reporting and commercial aspects related to permitting activities.
Classification & Flag
- Coordinate all activities with Classification Societies and Flag Administrations.
- Ensure project documentation is submitted, reviewed and closed out in a timely manner.
- Coordinate project queries raised to Class and Flag.
- Manage Class contracts and associated commercial aspects.
- Ensure issuance and renewal of all required provisional and final certificates until project handover.
Certification
- Establish and implement project certification strategies, including CE Marking, UKCA Marking and other applicable certification schemes.
- Identify and apply relevant directives and regulations including PED / PE(S)R, ATEX, Machinery Directive, EMC, Low Voltage Directive, and associated requirements.
- Coordinate compliance activities across Engineering, Procurement and Construction.
- Manage interfaces with Notified Bodies / Conformity Assessment Bodies (NoBo/CABs).
- Ensure timely issuance of Certificates of Conformity (CoC), Declarations of Conformity (DoC) and all mandatory certification documents.
Verification & Third-Party Activities
- Manage contracts and interfaces with third‑party verification organizations.
- Ensure verification and certification requirements are cascaded to vendors and subcontractors.
- Support project teams in coordinating performance standards and compliance requirements.
Stakeholder Coordination
- Promote effective collaboration between Procurement, Engineering, Inspection, Construction and Commissioning teams.
- Interface with Clients, Authorities, NoBo/CABs, Classification Societies, Flag Administrations, Vendors and Subcontractors.
Qualifications & Experience
- Engineering degree (Mechanical, Marine, Process, Civil, Safety or equivalent).
- Minimum 10 years of relevant experience in regulatory compliance, certification and permitting activities.
- Experience with Classification Societies, Flag Administrations, national authorities and regulatory compliance frameworks.
- Experience in onshore construction projects and permitting activities.
- Experience within the Oil & Gas, LNG, Maritime or Renewable Energy sectors.
- Experience working with NoBo/CABs and third‑party organizations such as Bureau Veritas, SGS, DNV, etc.
- Strong knowledge of PED / PE(S)R, Machinery Directive, and practical application of industrial certification processes, including Module G certification.
Languages
- Fluent English (spoken and written).
- French is considered an advantage.
Core Competencies
- Strong expertise in regulatory compliance, classification, flag administration and certification on industrial or maritime projects.
- Solid understanding of CE / UKCA marking and the role of notified bodies and third‑party organizations.
- Proven stakeholder management, coordination and communication skills with Clients, Authorities, Vendors, Subcontractors and multidisciplinary engineering teams.
- Strong analytical and organizational skills with the ability to establish, implement and improve compliance processes and procedures.
