We are currently seeking a Regulatory Compliance Manager F/M , reporting directly to the Regulatory Compliance Department Manager , to join our Regulatory Compliance team based in Paris, France .

About your team

Within the Engineering Division of Technip Energies’ Paris office, you will belong to the Regulatory Compliance section.

With 60 years of experience in energy project design, the division is composed of around 600 people, representing more than 20 disciplines involved in our facilities.

About the mission we offer you

You will act as the focal point internally and externally for all activities related to regulatory compliance, permitting, classification, flag administration and certification.

Starting Date: ASAP.

Regulatory Compliance and Permitting

  • Establish, maintain and implement project procedures related to regulatory compliance.
  • Ensure suitable reporting to project management and to the client.
  • Review national regulations identified as applicable by the legal consultant; inform the project of regulations impacting each project phase and support in clarifying requirements when necessary.
  • Ensure that documentation of regulatory compliance is robust, traceable and readily available.
  • Establish and maintain a permitting register; engage a permit consultant when necessary.
  • Identify all necessary permits for the project, establish the project permitting plan and coordinate with all involved parties up to permit receipt.
  • Ensure proper follow‑up of permitting activities and manage all commercial aspects related to permitting.

Classification & Flag

  • Establish and implement class‑related activities with the classification society; ensure that all exchanges are performed, understood and formally recorded in a timely manner and with the right quality.
  • Ensure that project documents to be submitted to the classification society are identified and transferred in due time; follow‑up with disciplines until close‑out.
  • Ensure that all flag‑related activities are duly coordinated with flag administrations.
  • Coordinate project queries raised to Class and Flag.
  • Be responsible for the commercial aspects and final close‑out of Class contracts.
  • Ensure that Flag Provisional Certificates, Class Provisional Certificates and other mandatory documents are issued and re‑issued in a timely manner until final hand‑over to the Client.

Certification

  • Establish and implement the Project Certification strategy (e.g. CE marking, UKCA marking, other schemes as applicable).
  • Identify the applicable directives and support the project in their application (e.g. PED/PE(S)R, ATEX, Machinery Directive, EMC, Low Voltage, etc.).
  • Cascade certification and directive requirements to all disciplines and to vendors and subcontractors; establish the workflow for compliance across engineering, procurement and construction.
  • Establish and execute contracts with Notified Bodies / Conformity Assessment Bodies (NoBo/CABs); oversee commercial aspects and final close‑out.
  • Establish the compliance process (design review, surveys, inspections, etc.).
  • Ensure that Certificates of Conformity / Declarations of Conformity (CoC/DoC), when applicable, and other mandatory documents are issued in due time until final hand‑over to the Client.
  • Establish and maintain proper follow‑up and reporting on certification status.

Other Verification and Third‑Party Activities

  • For verification activities, establish and execute contracts with relevant third‑party organizations.
  • Ensure that all exchanges with third parties are performed in a timely manner and are of the right quality.
  • Ensure that verification and certification requirements are properly cascaded to vendors and subcontractors when required.
  • Support projects in coordinating performance standards where relevant.

You will naturally promote teamwork and cross‑functional collaboration among the different functions internally (Procurement, Engineering, Inspection, Construction, Commissioning) and externally (NoBo / Class / Flag / third parties, Clients, Subcontractors and Vendors).

About you

We love to hear from you and how you match with this position. To be successful in this mission you should consider the following requirements:

Qualifications

  • Engineering degree (or equivalent) in a relevant discipline (e.g. Mechanical, Marine, Process, Civil, Safety or similar).
  • Minimum 10 years’ relevant professional experience, including:
    • Experience with classification societies and flag administrations in the maritime / oil & gas industry, and with national authorities and regulatory compliance. Good knowledge of Classification and Certification rules and international laws, acts and regulations.
    • Experience with onshore construction, ideally with local regulation and permitting support, coordination with authorities / third parties and internal engineering disciplines.
    • Experience in onshore projects within the oil & gas or renewable energy industry, and experience working with or within NoBo/CABs (Bureau Veritas, SGS, DNV, etc.), third‑party organizations and national authorities.
    • Knowledge of PED / PE(S)R requirements, the Machinery Directive and tools‑related directives, and practical application of these directives to industrial projects (including Module G certification).

Languages

  • English: fluent (spoken and written), able to work in an international environment and interact daily with international stakeholders.
  • French: professional level is an advantage for coordination with local teams and authorities (or willingness to learn).

Main skills

  • Strong expertise in regulatory compliance, classification, flag administration and certification on industrial or maritime projects.
  • Solid understanding of CE / UKCA marking for industrial projects, including the role, responsibilities and limitations of third parties and notified bodies.
  • Proven coordination, communication and stakeholder management skills with Clients, Vendors, Subcontractors, Authorities and internal disciplines.
  • Analytical and organizational mindset, with the ability to design, implement and improve processes and procedures.
