• Mission

Within the Treasury and Financing team & as a member of PPP / JV department, you provide enterprise expertise for Alstom’s PPP and JV agenda globally—from strategy and origination to execution, financing, governance, and post‑close value creation —to support growth in rolling stock, systems, signalling, and services. Be one of the company’s point of accountability for driving, closing, and stewarding complex PPP/JV transactions that optimize value, risk, and capital efficiency.

• Key Responsibilities
• Define and continuously refine Alstom’s global PPP/JV strategy , aligned to growth priorities, capital allocation, and risk appetite..
• Be garant of the PPP/JV operating model (policies, playbooks, decision rights,) and drive adoption across regions and functions.
• Support/animate proactive market scanning with Regions/Business Lines to identify bankable PPP opportunities and strategic JV prospects.
• Shape consortia and equity partnerships with industrials, funds, and operators; define roles, governance, and value‑sharing mechanisms.
• Align go/no‑go criteria and mobilize bid teams early to position Alstom to win.
• Own the transaction lifecycle from RFI/RFP to Commercial & Financial Close in collaboration with commercial teams
• Deal structuring, risk allocation, and bankability assessment
• Oversight of financial modeling and valuation; scenario/risk sizing; credit metrics
• Negotiation of key commercial and financing documents (e.g., Concession/PPP Agreement , Shareholders’ Agreement , EPC , O&M , interface agreements, financing documents )
• Coordination of advisors (legal, technical, tax, insurance, ratings), lenders, ECAs/DFIs, and rating agencies
• Preparation and defense of Investment Committee and Board materials; lead approvals
• Drive to FC within time/cost/scope, secure funding and guarantees, and ensure robust conditions precedent management
• Enforce disciplined claims/liability management , security packages, performance bonds, and step‑in mechanics.
• Optimize value levers (capex/opex, performance regimes, availability structure, residual values, refinancing potential, ESG/green financing).
• Architect financing strategies: commercial banks, ECAs, multilaterals/DFIs, green/sustainability‑linked instruments, private placements .
• Cultivate relationships with lenders and equity partners to improve certainty of funds and terms.
• Oversee ratings considerations , covenants, and treasury interfaces (hedging, liquidity, guarantees).
• Structure & drive post‑close value creation : performance improvement plans, contract optimization, refinancing opportunities, dividend policy, and exit readiness.
• Conduct periodic portfolio reviews ; recommend hold/grow/exit decisions and support divestments where value–risk dictates.

6) External Engagement & Thought Leadership

• Position Alstom as a partner of choice with public authorities, operators, infra funds, lenders, ECAs/DFIs, and advisers.
• Represent Alstom in industry forums and policy dialogues; contribute to PPP/JV best practices jointly with the head of PPP
