Project Manager – NRC & End-User Requirements

Location: Paris Region, France

Sector: Hyperscale Data Centre Construction

Languages: Professional fluency in English required; French would be highly advantageous

ECC Group is working with a major international client and is now seeking an experienced Project Manager to lead the management of Non-Recurring Cost (NRC) packages and end-user requirements on a major hyperscale data centre project in the Paris region.

This is a key project position responsible for owning the customer-customisation journey. You will ensure that all end-user requirements are identified, developed, costed, approved and successfully integrated into the wider data centre programme.

Acting as the principal link between the customer, design consultants, contractors, procurement, commercial teams and project delivery functions, you will provide end-to-end ownership of NRC packages from initial requirement definition through design, procurement, construction, commissioning, handover and close-out.

The role

You will take ownership of all customer-specific and NRC scopes, ensuring they are clearly defined, commercially validated and delivered safely, on programme, within budget and to the required technical and quality standards.

End-user requirements

  • Act as the principal point of contact for end‑user and customer‑specific requirements
  • Establish and maintain a comprehensive NRC requirements register
  • Lead requirement workshops with customers, consultants and project stakeholders
  • Ensure requirements are clearly understood, documented and incorporated into project delivery plans
  • Maintain alignment between customer requirements and the overall project execution strategy
  • Manage change requests affecting scope, cost, programme or technical compliance
  • Track requirements, approvals and actions through to final completion

NRC scope and commercial management

  • Lead the development and management of all NRC work packages
  • Coordinate the preparation, review and approval of NRC proposals and work orders
  • Ensure scopes are clearly defined, accurately costed and commercially validated
  • Track budgets, commitments, forecasts, variations and final‑account positions
  • Integrate NRC activities into the overall project programme and delivery strategy
  • Identify potential cost, schedule and interface risks at an early stage
  • Challenge contractors and suppliers constructively to achieve value while protecting quality and programme objectives

Design and technical coordination

  • Coordinate the development of designs associated with NRC packages
  • Ensure customer technical requirements are accurately incorporated into design documentation
  • Manage interfaces between the base build, fit‑out, operational requirements and customer‑customisation scopes
  • Facilitate design reviews and technical approval meetings
  • Track design deliverables, stakeholder comments, approvals and close‑out actions
  • Work closely with design managers, engineering teams and specialist consultants to resolve technical issues

Procurement and supplier management

  • Support the procurement of equipment, services and works associated with NRC packages
  • Review supplier proposals, quotations and cost submissions
  • Participate in tender evaluations and commercial negotiations
  • Work with procurement and commercial teams to secure value for money
  • Monitor supplier and contractor performance against agreed NRC commitments
  • Ensure procurement activities support the overall construction and commissioning programme

Construction and delivery

  • Coordinate the implementation of NRC works with contractors and site delivery teams
  • Monitor progress, risks, issues, interfaces and dependencies
  • Ensure packages are delivered safely, on time, within budget and to the required standards
  • Support construction and commissioning teams in resolving technical and commercial issues
  • Lead regular NRC progress and status reviews
  • Drive outstanding actions, defects and commissioning issues through to closure
  • Support final handover, documentation and project close‑out

Governance and reporting

  • Maintain NRC dashboards, risk registers, action trackers and decision logs
  • Provide clear reporting on scope, budget, programme, risks and key decisions
  • Prepare governance packs and leadership‑level project updates
  • Proactively identify and mitigate delivery and commercial risks
  • Ensure compliance with project controls, change‑management processes and contractual requirements
  • Support project audits, close‑out reviews and lessons‑learned activities
  • Escalate critical issues and decisions to project leadership when required

About you

We are looking for a commercially aware and delivery‑focused Project Manager who can manage complex customer requirements across multiple technical and commercial workstreams.

You should have:

  • A bachelor's degree in Engineering, Construction Management, Project Management or a related discipline
  • Proven experience within large‑scale construction, engineering or mission‑critical infrastructure projects
  • Proven experience managing customer‑driven requirements, scope changes and approvals
  • Experience managing project budgets, commercial interfaces and procurement activities
  • A strong understanding of project controls, programme management and risk management
  • Experience working directly with clients, contractors and senior stakeholders
  • Strong commercial awareness and the confidence to challenge suppliers constructively
  • Excellent communication, reporting and presentation skills
  • The ability to manage several priorities within a fast‑moving project environment
  • A proactive, detail‑focused and solutions‑led approach
  • Strong influencing skills and a collaborative leadership style
  • Professional fluency in English; French‑language capability would be highly advantageous

Desirable experience

Experience in any of the following areas would be particularly valuable:

  • Data centres or other mission‑critical infrastructure
  • Hyperscale customer environments
  • Pharmaceutical, semiconductor or complex industrial construction
  • Technical fit‑out and customer‑customisation packages
  • Testing, commissioning and operational readiness
  • Project handover and close‑out
  • BIM, Autodesk Construction Cloud, Procore or similar platforms
  • PMP, PRINCE2 or an equivalent project management qualification

  • Customer requirements integrated without negatively affecting the project's critical path
  • Clear control of scope changes, costs, approvals and commercial commitments

  • Successful coordination between customer, design, commercial and delivery teams
