We are seeking a Project HSE Manager to lead, manage and continuously improve all Health, Safety, Environmental and Occupational Health aspects of the Project, ensuring compliance with French legal requirement(s), client standard(s), company policy and industry best practice(s). The Project HSE Manager shall provide strategic and operational leadership to establish a proactive safety culture, prevent incident(s), protect personnel and the environment and support the successful delivery of the Project.

KEY ACCOUNTABILITIES:

• Lead and maintain the Project HSE Management Plan in accordance with French legislation, client requirements, and company standards.
• Provide strategic HSE leadership and advice to the Project Director, Project Management Team, contractors, and stakeholders.
• Ensure compliance with the French Labour Code, construction and environmental regulations, SPS coordination requirements, and applicable European directives.
• Act as the senior Khazna HSE representative on the project and ensure alignment across all stakeholders.
• Lead risk assessments, hazard identification, high-risk activity planning, audits, inspections, and HSE assurance.
• Manage critical risks associated with lifting, work at height, excavation, electrical works, confined spaces, temporary works, commissioning, and energization.
• Lead incident and near-miss investigations, root-cause analysis, corrective actions, and lessons learned.
• Develop and maintain emergency response plans and coordinate emergency drills.
• Lead, mentor, and manage the project HSE team and specialist resources.
• Oversee contractor and subcontractor HSE performance, including review of HSE plans, RAMS, method statements, and management systems.
• Work closely with the SPS Coordinator, General Contractor, consultants, authorities, and client representatives.
• Develop and monitor HSE KPIs, dashboards, trends, and performance reports for senior management.
• Provide timely escalation of serious incidents, regulatory interventions, emerging risks, and significant HSE concerns to the Khazna HSE Lead.
• Drive continuous improvement, lessons learned, safety culture, environmental performance, and industry best practices throughout the project lifecycle.
• Ensure effective implementation and continual improvement of project HSE policies, systems, processes, and procedures.

QUALIFICATIONS & COMPETENCIES:

Minimum Qualifications

▪ Bachelor’s degree in occupational health & safety, Engineering, Environmental Science, Construction Management, or a related discipline.

▪ NEBOSH Diploma (or equivalent Level 6 Occupational Health & Safety qualification).

▪ Professional HSE certification such as GradIOSH, CMIOSH, CSP, CRSP, or equivalent preferred.

▪ ISO 45001 Lead Auditor qualification preferred.

▪ ISO 14001 Lead Auditor qualification preferred.

▪ Fluency in English (written and verbal) is mandatory.

▪ Working knowledge of French language is mandatory.

▪ Minimum 10 year(s) of HSE experience within large-scale construction, industrial, infrastructure, mission-critical, or data centre projects.

▪ Minimum 5 year(s) in a senior HSE leadership role managing complex multi-contractor construction environments.

▪ Demonstrated experience implementing HSE management systems on projects exceeding 500 personnel.

▪ Experience working on data centre, mission-critical, pharmaceutical, industrial, energy, or major infrastructure projects is highly desirable.

▪ Previous experience working within European regulatory environments and/or France is preferred.

Job-Specific Skills (Generic / Technical)

▪ Advanced knowledge of construction health, safety, environmental, and occupational health management systems.

▪ Strong knowledge of French construction safety regulations, Labour Code requirements, and SPS coordination requirements.

▪ Strong understanding of ISO 45001 and ISO 14001 management systems.

▪ Strong understanding of construction methodologies, project execution processes, and contractor management.

▪ Expertise in risk assessment, incident investigation, root cause analysis, and corrective action management.

▪ Experience managing high-risk activities including work at height, lifting operations, electrical safety, temporary works, excavation, confined spaces, and commissioning activities.

▪ Strong leadership, stakeholder management, and influencing skills.

▪ Excellent communication, presentation, and report-writing abilities.

▪ Strong analytical and problem-solving capabilities.
