Responsibilities

  • Supervise and manage the Procurement Unit, leading a team of eleven employees in support of the U.S. Mission to France.
  • Direct all aspects of the Mission’s procurement program, overseeing an annual portfolio of approximately $51 million in commodities and services, including complex, high‑value projects.
  • Perform workforce planning, scheduling, and development of internal policies and procedures.
  • Provide strategic information and decision‑making support to Post Management.
  • Act as the warranted Contracting Officer and the Mission’s subject‑matter expert on all procurement matters.
  • Ensure full compliance with Federal Acquisition Laws across all Mission agencies and sections.
  • Manage acquisitions spanning a broad range of supplies and services required to logistically support the Mission.
  • Review and approve all procurement actions generated by the unit.
  • Provide procurement training and guidance to other Mission agencies as needed.
  • Ensure that all procurement staff receive both on‑the‑job training and formal instruction through courses offered by the Department of State and specialized FAR training providers.
  • Report directly to the Supervisory General Services Officer, who also holds Contracting Officer authority.

Qualifications

Education: Bachelor’s degree in commercial/business or legal fields.

Experience:

  • Non‑supervisory: Minimum five years of procurement, contracting and acquisition management experience.
  • Supervisory: Minimum two years of supervisory experience in acquisitions.
  • Substitution: Secondary school plus a minimum of eight years of procurement, contracting and acquisition management experience.

Language:

  • English: Fluent – speaking, reading, writing, with ability to translate.
  • French: Fluent – speaking, reading, writing, with ability to translate.

Job Knowledge: Excellent knowledge of applicable French civil laws and fiscal legislation governing commercial transactions in France and sound knowledge of local market practices.

Skills & Abilities:

  • Ability to deal with complex administrative, fiscal, contractual and procedural problems that could affect Mission operations.
  • Ability to negotiate persuasively with mission personnel, vendors and contractors.
  • Ability to manage people and resources to create a productive work environment.
  • Ability to train, assist and advise staff.
  • Superior drafting skills in English; incumbent is final approver of all contractual documents sent to OPE.

Requirements

  • Must obtain and hold a Public Trust (Low Risk–Non‑Sensitive) security clearance.
  • Will be subject to a background investigation and may undergo a pre‑employment medical exam.
  • Must be able to begin working within 12 weeks upon receipt of agency authorization and/or clearances.
  • Must hold a valid work or residency permit in France; the Mission does not sponsor permits.

Benefits & Allowances

  • Annual gross salary includes profit‑sharing allowance, vacation allowance, bonus allowance, and the “Comité d’Entreprise” allowance.
  • Meal tickets: €8.25 per day (60 % paid by the U.S. Government; employee contribution €3.30 per ticket; capped at 202 workdays per year).
  • Transportation: 50 % reimbursement for public transportation passes purchased for commuting.
  • Holidays: 11 U.S. holidays plus up to 10 French holidays per year.
  • Other benefits: special leave of 5 days per year for caring for a sick family member, employee onboarding program, inter‑agency award program, opportunities for professional growth.
