Reporting To: CIO Office & Transformation Lead - R&I IT (Farid AITELDJOUDI)
Location: Clichy (Paris Region), France
Core Mission: Structure and drive the operational governance, monitor the project portfolio, ensure rigorous financial and resource tracking in close alignment with Controlling, and coordinate change management and communication initiatives. The incumbent acts as the operational engine of the CIO Office, driving the day‑to‑day execution of the transformation roadmap.
Key Responsibilities
- PMO & Transformation Portfolio Governance
- Portfolio Management (PPM): Ensure the consolidation, maintenance, and quality of the R&I IT project portfolio data. Proactively identify risks (schedule, budget, resources) and prepare escalations for decision‑making.
- Governance: ITBM Referent, ensure the application of the governance according to GBT framework.
- KPIs & Cockpit Reporting: Design, automate, and maintain department performance dashboards (tracking business value, portfolio health, operational KPIs, agile velocity, and user satisfaction).
- Financial Steering & Resource Optimization
- Budget Tracking (Run/Build): Partner closely with Finance/Controlling to monitor the global IT R&I budget execution (OPEX/CAPEX). Actively assist in preparing key financial milestones (Trends, Pre Budget, Budget).
- Sourcing & Capacity Tracking: Help track the external sourcing strategy (vendor dashboarding, internal/external headcounts, monitoring of procurement approvals and purchase orders).
- Change Management, Culture & Communication
- Adoption & Change Enablement: Build and execute change management plans.
- Simplicity 2 Champion: Support day‑to‑day operational efficiency by promoting the Group's Simplicity 2 framework (meeting optimization, streamlined data access, and focusing team efforts on high‑value tasks).
- Internal Communication: Create and coordinate the department’s communication plan.
Candidate Profile
Education & Experience
- Education: Master’s Degree in Engineering, Business Administration, or Management with a strong focus on Technology or Digital.
- Experience: Around 5 years of professional experience, ideally combining IT/management consulting with a corporate PMO or CIO Office role in a fast‑paced, international matrix environment.
- Experience in scientific or R&D‑driven sectors (Cosmetics, Pharmaceuticals, Chemistry, Lifesciences) or highly digital industrial environments is considered a major asset.
Technical Competencies
- Portfolio Governance: Solid experience with Project Portfolio Management processes and tools (e.g., Planview, Clarity, Jira/Confluence, or similar systems).
- Financial Literacy: Good understanding of IT budget structures (TCO, CAPEX/OPEX, chargeback concepts).
- Agile Methodologies: Strong awareness of Agile frameworks (Scrum, Kanban, scaled Agile concepts).
- Data & Presentation Savvy: Advanced proficiency in data visualization tools (Power BI), Excel, and PowerPoint to craft executive‑level presentations.
- Languages: Perfect bilingual proficiency in English and French (written and spoken), as you will navigate a highly international and diverse stakeholder community.

- Structure & Synthesis: Outstanding ability to capture complex data/technical inputs and structure them into clear, actionable executive summaries and reports.
