Offshore HSE Supervisor - Submarine Cable Installation Project
The assignment covers offshore HSE supervision during submarine cable installation activities, working on board project vessels and supporting compliance with the client's HSE management system, contractual requirements and French/international offshore regulations. The role is offshore-based for the duration of the campaign, with rotations to be confirmed.
The position works closely with the offshore project team, vessel crew and subcontractors to keep HSE standards consistent across all offshore operations, from mobilisation through to completion of the cable installation works.
Reporting line: to the Project HSE Manager, coordinating with vessel management and offshore work teams.
Key responsibilities
HSE compliance and risk management
- Supervise day-to-day HSE compliance on board offshore vessels during cable installation operations
- Support risk assessments, HAZID workshops and permit-to-work processes for offshore activities
- Monitor compliance with permit-to-work and lifting operations procedures during installation activities
- Facilitate incident and near-miss investigation, reporting findings and supporting corrective actions
Training and inspections
- Deliver offshore safety inductions, toolbox talks and pre-task briefings to crew and subcontractors
- Conduct offshore HSE inspections and audits, producing reports and following up on outcomes
Monitoring and reporting
- Monitor and report HSE performance and KPIs for the offshore campaign
- Collect and process Safety Observation Cards and near-miss reports
- Support the implementation of the client's safety behavioural initiatives on board
Working environment
The role is fully offshore-based for the duration of assignment, working and living on board project vessels alongside the offshore project team and subcontractors. Rotation length and offshore mobilisation logistics will be confirmed with the client ahead of contract start.
- Offshore HSE activities supervised and kept compliant with client requirements throughout the campaign
- HSE inductions, inspections and toolbox talks delivered and documented on board
- Incident and near-miss investigations completed with corrective actions tracked to closure
- HSE KPIs and Safety Observation Cards maintained and reported for the duration of the assignment
- Consistent, well-documented offshore HSE presence maintained on board throughout the 12-month-plus campaign
Profile
- Technical degree or recognised HSE qualification
Must-have:
- Proven offshore HSE experience, ideally within submarine cable, marine construction or offshore energy projects
Nice-to-have:
- Previous experience on cable-lay or offshore construction vessels
- Familiarity with French offshore regulatory requirements
- Experience supporting HSE on multi-contractor offshore installation vessels
Certifications (mandatory)
- Valid offshore survival and safety training certificates, in date for the assignment
- Valid offshore medical fitness certificate
Technical skills
- Working knowledge of HAZID and permit-to-work methodology
- Familiarity with incident investigation and reporting processes
- Good PC literacy for HSE reporting and documentation
- Hands-on, team player, comfortable working and living on board offshore vessels
- Strong communication skills across multicultural crews and subcontractor teams
- Resilient and adaptable to changing offshore operational conditions
- Fluent English; French a plus, particularly for day-to-day coordination on site.
