Main Responsibilities

  • Supplier Resource Development
  • Proactively plan and conduct supplier scouting to build a diversified supplier resource pool for administrative/logistics services.
  • Identify, qualify, and certify potential suppliers into the official vendor list, ensuring sufficient capacity and backup to sustain normal business operations.
  • Continuously integrate and optimize supplier resources to meet evolving business needs.
  • Develop procurement strategies and project plans tailored to business requirements, guiding the CEG (Category Expert Group) buyers in execution.
  • Lead the end‑to‑end procurement process—from requirement analysis, tendering, and supplier selection to contract negotiation and award.
  • Oversee project implementation to ensure timely delivery and successful business outcomes.
  • Implement supplier performance measurement and incentive mechanisms to drive high‑quality, on‑time service delivery.
  • Ensure timely payment to suppliers and maintain strong, collaborative partnerships to retain top‑performing vendors.
  • Foster long‑term, win‑win relationships that support sustained business growth and service excellence.
  • Enforce strict adherence to procurement policies and procedures at the local level, ensuring full compliance with corporate and regulatory requirements.
  • Leverage IT systems (e.g., procurement platforms, ERP) to standardize workflows and enhance process transparency.
  • Support the local JRT (Joint Review Team) governance and internal control initiatives to ensure efficient, compliant, and risk‑free procurement operations.
  • Education: Bachelor’s degree or above in Procurement, Supply Chain Management, Business Administration, Logistics, or a related field.
  • Experience: Minimum 3 years of progressive experience in procurement. Experience in setting up procurement functions or managing supplier ecosystems is highly desirable.
  • Industry Knowledge: Familiarity with representative office operations and local market dynamics is an advantage.
  • Strategic Sourcing: Proven ability to develop and execute sourcing strategies that balance cost, quality, and risk.
  • Project Management: Strong project leadership skills, with experience managing complex procurement projects from initiation to closure.
  • Supplier Management: Expertise in supplier evaluation, performance management, and relationship building.
  • Compliance & Risk Awareness: Deep understanding of procurement compliance, internal controls, and ethical standards.
  • Data‑Driven Decision Making: Ability to use data and analytics to drive insights and improvements.
  • Leadership & Communication: Excellent people management and communication skills, capable of influencing stakeholders at all levels.
  • Language: Fluent in Chinese, English and French; strong written and verbal communication skills.
