The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. It is an international development organisation owned and governed by its 27 country and territory members.

SPC works across more than 25 sectors, focusing on fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources. The Operations & Integration (O&I) collective delivers essential enabling services across corporate services, programme support, partnerships, resource mobilisation, and strategic engagement. The O&I collective also leads a dedicated workstream focused on organisational change and transformation.

The Knowledge Systems Architect will provide technical leadership for SPC’s knowledge management systems, ensuring alignment with enterprise digital standards, governance, and long‑term sustainability. The role involves designing, implementing, and managing SPC’s SharePoint environment, Digital Library, and other platforms used to manage and present SPC’s knowledge assets, as well as supporting SPC staff and partners in their use of these systems.

Key Responsibilities

Manage the Operation and Configuration of Knowledge Systems

  • Provide technical expertise, oversight, and management of SPC’s SharePoint environment, Digital Library, and other knowledge management systems.
  • Monitor and manage retention labels, sensitivity labels, and data loss incidents.
  • Support document migrations and automated tagging/classification of documents.
  • Manage search metadata services.
  • Administer storage, site provisioning, and permissions for SharePoint and Teams sites.

Design, Implement, and Improve SPC’s Knowledge Systems

  • Assess gaps in SPC’s knowledge systems and identify opportunities for improvements.
  • Develop requirements and evaluate potential solutions.
  • Stay abreast of developments in relevant KM technology and practices.
  • Design, plan, and manage new knowledge systems implementations and improvements.
  • Provide expert assistance in integrating KM systems with other enterprise systems.
  • Develop technical documentation.

Support the Adoption and Effective Use of SPC’s Knowledge Systems

  • Assess the skill needs of SPC staff.
  • Develop training resources.
  • Deliver periodic training to support change initiatives and build skills among staff and partners.

Key Selection Criteria

Qualifications

  • Bachelor’s degree in computer science, information management, information systems, or a related technical discipline, or equivalent body of knowledge and experience.

Technical Expertise

  • Minimum of 10 years of progressively responsible professional experience in the management of SharePoint and other knowledge systems.
  • Experience managing and implementing metadata standards.
  • Experience managing and configuring enterprise search.
  • Demonstrated experience leading solutions architecture or enterprise platform design.

Language Skills

  • Fluent in English.

Interpersonal Skills And Cultural Awareness

  • Knowledge of Pacific Island countries and territories is an advantage.

Salary, Terms and Conditions

Contract Duration: This vacant position is budgeted for 3 years, subject to renewal based on performance and funding.

Remuneration: The Knowledge Systems Architect is a band 10 position in SPC’s 2026 salary scale.

For a Nouméa based position, the starting salary range is 3,727‑4,562 SDR per month (≈ XPF 537,766‑658,322; USD 4,994‑6,114; EUR 4,506‑5,517). For a Suva based position, the range is 2,703‑3,379 SDR per month (≈ FJD 8,354‑10,442). Expatriate staff are exempt from income tax; local staff in Fiji are subject to tax.

Benefits: Housing allowance or subsidised housing in Nouméa, establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurance, education allowances for eligible employees and dependents. Annual leave: 25 working days. Provident Fund: employees contribute 8% of salary, SPC adds 10%.

  • Working languages are English and French.

  • Can you describe your hands‑on experience managing records retention in Microsoft 365, particularly in SharePoint Online, including the use of retention labels, policies, and file plans, and how you ensure compliance, secure access, and lifecycle management of records?
  • Please share your experience in the provision and adoption of SharePoint and Microsoft 365 collaboration tools, including your role in designing information architecture, supporting migrations, designing user training, assisting business teams, and implementing change management strategies to improve user engagement and the effective use of collaboration platforms.
  • Please provide examples of your hands‑on experience working with web technologies and knowledge repositories—specifically system configuration, scripting languages, designing and integrating online discovery systems, working with APIs (REST/JSON), and handling metadata transformation operations.
