Junior Protective Security Support
Introduction
eu‑LISA is the Agency of the European Union (EU) established to provide a long‑term solution for the operational management of large‑scale IT systems, essential to the implementation of asylum, border management and migration policies of the EU. The Agency’s core mission is to add value to Member States by supporting their efforts for a safer Europe. This role supports eu‑LISA’s core administrative functions, providing non‑ICT consultancy services to ensure governance, business continuity and internal control towards the execution of its mandate.
The present technical specification addresses needs for support services related to the Protective Security Sector under the Security Unit: guarding services, physical access systems, monitoring and reporting of security incidents, risk assessments, and preparation of related documents and reports. Service providers must hold a SECRET EU clearance.

Responsibilities / Duties
- Provide consultancy services in coordinating the supervision of all Security Monitoring Room personnel and/or Reception Desk personnel, ensuring proper completion of all Security Unit duties.
- Supervise the Guards Force and/or the Security Receptionists, ensuring strict execution of orders and instructions from the Head of Sector and Team Leader.
- Manage defensive means distribution and assurance, direct guard supervision, task assignments, and receptionist supervision.
- Deploy security guards/receptionists per roster, re‑deployment as required, and scheduling of security checks and vehicle screenings.
- Resolve first‑level security break/fix issues and ensure training, discipline compliance, and performance standards are met.
- Inspect guards/reception personnel on post and conduct morning/evening site deployment briefings.
- Oversee security patrols and daily tasks of security guards/receptionists.
- Coordinate access and deliveries on site, follow up corrective actions for access management, and contribute to continuous security risk management for eu‑LISA premises.
- Perform any other activity related to security on eu‑LISA premises.
Skills, Knowledge, Experience Required
- Post‑secondary education (equivalent to college or high school) attested by a diploma.
- Minimum 3 years of relevant professional experience, including at least 2 years in the security sector.
- EU citizenship and clean criminal record.
- Experience implementing good practices in physical security, access control systems, CCTV or other security/safety systems, and managing receptionists/security guards.
- Excellent proficiency in MS Office, especially Excel.
- Proficiency in written and spoken English (C1 or higher).
- Basic knowledge of French (B1 or higher).
Ability to
- Proofread communication, documents, and draft emails in English.
- Run reports and handle special security‑and‑safety‑related projects and activities.
- Manage and work with security guards and the team.
- Handle access requests and communicate with stakeholders.
- Identify vulnerabilities and threats to the site and assets.
- Perform basic first‑response actions in emergency situations.
