Description of Work
We are looking for candidates who have a passion for helping court-involved youth. The Division of Juvenile Justice and Delinquency Prevention is committed to the reduction and prevention of juvenile delinquency by effectively intervening, educating, and treating youth to strengthen families and increase public safety.
Job Duties
- Provide leadership, guidance, technical support, and oversight for community-wide juvenile justice planning and community program implementation/evaluation for Juvenile Crime Prevention Councils (JCPCs), local government agencies, and JCPC-funded community programs.
- Perform work within the assigned geographic area.
- Serve as liaison among the Department of Public Safety, local government, and funded programs.
- Use thinking, analysis, and judgment across a wide range of content and contacts, including state personnel, county finance directors, county boards, education and human services leaders, non-profit leaders, auditors, and researchers.
- Provide input into policy initiatives and interpretations.
- Analyze and interpret data for planning purposes and to gauge program effectiveness.
- Analyze program proposals, provide consultation, training, and monitoring for compliance and overall effectiveness, ensuring fiscal accountability.
- Supervise a complex $28.5 million process that includes guiding, directing, advising, and training participants in planning, allocation, program development, approval, and delivery of juvenile justice services.
- Provide guidance to local partners on statutes, policy, program design, best practices, organizational structure, and budget and finance on a daily basis.
- Make decisions regarding JCPC application review, determine fundability, and guide program design.
- Provide informed recommendations to the Department for action.
- Serve in a field-based role requiring a high degree of autonomy and minimal direct supervision after initial training.
Additional Responsibilities
- Demonstrate strong organizational planning, facilitation, and coordination with community partners, with the ability to multi-task and meet deadlines.
- Exhibit excellent oral and written communication skills.
This is a regional position for the Western Region of North Carolina and will be assigned 6–8 counties within the designated area. County assignments are subject to change within the region.
Knowledge, Skills, and Abilities / Management Preferences
- Knowledge of treatment programming for at‑risk youth.
- Experience using data-driven approaches to evaluate program performance and make recommendations for improvement.
- Experience serving as liaison among state, local, and nonprofit organizations for community planning resources.
Salary
Salary Range: $55,823 – $97,689. Grade: NC16.
Work Schedule
This is a full‑time position (8 a.m. – 5 p.m., typical). The role requires extensive day travel with occasional overnight travel.

Minimum Education and Experience
- Master’s degree in a relevant discipline from an accredited institution and four years of related experience;
- or Bachelor’s degree in a relevant discipline from an accredited institution and six years of related experience;
- or an equivalent combination of education and experience.
