International consultant for preparation of KIPs and ODS disposal reports

Organizational context: The United Nations Environment Programme (UNEP) is the leading global environmental authority, promoting sustainable development and acting as an advocate for the environment. The UNEP Law Division focuses on environmental law and policy, including multilateral environmental agreements. UNEP serves as an Implementing Agency for the Multilateral Fund of the Montreal Protocol, supporting National Ozone Units with capacity building and technical assistance.

Job purpose: This role supports UNEP's OzonAction Programme by providing technical expertise for the preparation and submission of critical environmental reports and plans. The consultant will develop a Kigali Hydrofluorocarbon (HFC) Implementation Plan (KIP) for Saint Kitts & Nevis and prepare project reports on controlled substances inventories and disposal plans for Belize, Grenada, and Saint Kitts & Nevis. Additionally, the consultant will conduct technical reviews of project submissions for the Multilateral Fund's Executive Committee, ensuring compliance and quality for international reporting and implementation of Montreal Protocol obligations.

Responsibilities: The consultant will prepare a high-quality HFC KIP – Stage I proposal for Saint Kitts & Nevis and three compliant project reports on national inventories of waste-controlled substances and management plans for Belize, Grenada, and Saint Kitts & Nevis. Responsibilities include assessing national frameworks, supporting HFC surveys and data analysis, conducting sectoral assessments (especially for RAC servicing), and developing overarching HFC phase-down strategies. The role involves drafting detailed KIP Stage I documents, including regulatory measures, technical assistance, and training plans, as well as preparing action plans for the first tranche. The consultant will also integrate gender mainstreaming requirements and provide post-submission support for project approval.

Education: An advanced university degree (Master's or equivalent) in environmental sciences, sustainable development, environmental management, natural sciences, or engineering is required. A first-level degree with additional qualifying experience may be accepted. Successful completion of data analytics programs is desirable. Fluency in English is required.

Work experience: A minimum of five years of progressive experience in engineering, environmental science, or a related field is required. Extensive experience drafting projects for the Multilateral Fund or similar international mechanisms, particularly related to HPMPs and KIPs, is essential. Experience with ozone-depleting substances, Montreal Protocol activities, and national-level data management is necessary. Experience with RAC sectors and working with governments/international donors is desirable.

Skills: Project preparation for the Multilateral Fund (HPMPs, KIPs), technical review of project documents, data collection and analysis for controlled substances, understanding of ozone-depleting substances and Montreal Protocol activities, knowledge of RAC sectors, strong written communication in English, gender mainstreaming integration, and experience working with international organizations and governments.
