. As the Group continues to expand, we are looking for a seasoned
Human Resources Manager – Multi-Country Operations
to build and lead the HR function for the holding and its subsidiaries.
The Role
Based in
Beirut
, the
HR Manager
will own the full HR agenda across several countries:
talent acquisition, organizational development, HR policies, compensation & benefits, performance management, and employee relations
.
This is a strategic and hands-on role, working closely with the
CEO and senior leadership
, and offering a
competitive USD-denominated compensation package
and regional exposure.
Key Responsibilities
Talent Acquisition & Executive Hiring
· Lead end-to-end recruitment for all levels, from operational roles to C-suite.
· Drive executive search and headhunting using LinkedIn Recruiter, networks, and market mapping.
· Build strong talent pipelines across different markets and functions.
Strategic HR Business Partnering
· Act as the primary HR advisor to the CEO and leadership teams.
· Design and implement HR strategies aligned with business objectives and growth plans.
· Support organizational design, restructuring, and workforce planning.
Policies, Governance & Compliance
· Develop and maintain HR policies, procedures, and employee handbooks for the holding and subsidiaries.
· Ensure compliance with local labor laws and regulatory requirements in all operating countries.
· Regularly review and update policies based on best practices and legislative changes.
Compensation, Benefits & Rewards
· Design and review competitive salary structures and benefits schemes (USD & local).
· Lead annual salary review and bonus cycles.
· Benchmark compensation against market data and ensure internal equity.
Employee Relations & Performance Management
· Handle complex employee relations issues and provide guidance to managers.
· Implement and manage performance management frameworks across entities.
· Promote a culture of accountability, feedback, and high performance.
Learning, Development & Talent Management
· Assess training needs and build annual L&D plans.
· Develop leadership development and succession planning initiatives.
· Oversee effective onboarding for new hires in multiple countries.
HR Operations, Systems & Analytics
· Oversee HRIS/ATS implementation and ensure accurate HR data and reporting.
· Produce HR dashboards and KPIs to support decision-making.
· Manage HR budgets and optimize HR processes.
International HR & Cross-Cultural Coordination
· Coordinate HR activities across diverse geographies and cultures.
· Collaborate with local HR contacts and manage expatriate/global mobility cases.
· Ensure a consistent employee experience while respecting local norms and regulations.
What We're Looking For
Experience & Expertise
·
8–10+ years
of progressive HR experience, including
3–5 years in a managerial role
.
· Proven experience in
multi-country HR management
(ideally MENA) and working with
holding / group structures
.
· Strong track record in
executive and senior-level recruitment
.
· Solid knowledge of
labor laws and HR practices
across multiple jurisdictions.
· Advanced user of
LinkedIn Recruiter, HRIS, ATS and HR analytics
tools.
Education & Certifications
· Bachelor's degree in
Human Resources, Business Administration, or related field
(Master's preferred).
· HR certifications such as
SHRM-CP/SCP, CIPD, or equivalent
are a strong plus.
Languages & Soft Skills
· Fluency in
French and
English
required;
Arabic
preferred.
· Strong executive presence and ability to influence senior stakeholders.
· Excellent communication, negotiation, and conflict-resolution skills.
· High cultural awareness and ability to work with diverse teams.
· Hands-on, proactive, and comfortable operating in a fast-paced, entrepreneurial environment.
